“At the beginning of the school year we always talk about chaos and Babel”, defended the Minister of Education Lucía Azzolina, remembering that you never arrive to class the first day with all the teachers in their place, that the substitute ballet can last even weeks, in some cases months. True, but this year it would be a paradox if the students returned to school, divided into shifts, with masks on their faces, after six months of closure, the longest since the war, and found the chair empty. The hiring data, whose process was completed four days ago, is not there yet, but rumors confirm the trend of recent years: of the 85,000 positions, no more than 20-25 percent will be filled. In Piedmont, out of 2,800 support places, 2 were assigned, in Lazio only a quarter of the teachers were found, as in Lombardy, where, for example, 5,600 teachers are missing to receive support, 700 in Milan alone. In the Marche region, one in 10 teachers was found for secondary schools. From yesterday until Wednesday, in the schools that are officially open and with remedial courses to begin, according to ministerial provisions, a second phase of recruitment is carried out: it is new, it is called “fast call” and allows those who do not they have found a place in their region to prove where the chairs are. It is difficult to say how many weapons will be moved these days and remain in the new region for at least five years, as required by law. The rest will be substitutes, also drawn from the provincial rankings that have been updated and are being confirmed. You should start choosing 7 substitutes, but where they are not ready you will start to hire the old ones and then in case you change teachers during work.
The knot of remedial courses
Many principals find it difficult to make big plans for the first days of school: on Tuesday, however, the first school councils are convened and those that do them in presence and those that are still at a distance. And as of Tuesday, the remedial courses must also begin for those who have been prescribed in the report card (all have been promoted but those who had deficiencies must do a few hours of recovery).
Municipalities are making money
Even the Municipalities and Provinces beat the ministry yesterday: in a letter sent to Minister Lucía Azzolina they wrote that the 70 million earmarked for rents for additional premises to build new classrooms are not enough: at least four times more, that is, 300 million , in order to allow local authorities to prepare the new spaces in accordance with safety regulations.
Directors’ delays
Few schools are going to start immediately: some of the principals, anticipating the problems at the beginning of the year, have already made them happen in June / July. Others will do it during the year, as the law states: the accounts will be done anyway next June. To create this new grain was a circular from the Ministry of Education three days ago: teachers, if they take the courses before 2:00 p.m. they will not be paid, while at school they will. One more reason to take time and organize them “calmly”. The classrooms are not ready, this is the main reason given by the directors to justify the last minute postponements: that is why, for example, the director of Agrario Sereni in Rome has decided to postpone. Then there are those who have not yet organized them: “There are no masks, no gels, no benches, if we talk about it again after 2pm,” another director writes. And an even more frank colleague: «The funds are not enough for me. Besides, I don’t want to argue with the unions and the recoveries are a joke. “They will still receive very little, it is just over 20 euros per hour gross,” explains Mario Rusconi, president of the Lazio Presidents’ Association. The list of principals who put their hands out because the schools are not ready is getting longer. The director of the Giulio Cesare institute in Rome has already announced that until the desks arrive there will be limited and remote activities.
