My definitive release, with the approval by the Chamber of Deputies, of the law converting decree law n. 104/2020, the so-called ‘August’ decree.
The provision also contains various measures for the world of education. They range from resources for the rental of additional teaching spaces, to contractual safeguards for additional staff hired for the emergency, descriptive judgments at the elementary school, and funding for school construction.
Below is a summary of the school’s main measures.
The funds for the reboot in September
The decree provided for the allocation of 1,500 million euros for the resumption of school activities in attendance, which must be added to the more than 1,600 million of the decree ‘Relaunch’, for a total of more than 3,000 million euros financed only to restart. The funds for the recovery contributed have been used, among other things, to hire additional personnel for the emergency, for the rental of extra spaces for teaching and for their adaptation by the local authorities, for the communities between schools and local authorities , for the purchase of furniture, masks, disinfectants.
The decree approved today also provides for 150 million to increase school transportation.
Emergency personnel
Thanks to the ‘Relaunch’ decree and the ‘August’ decree, specific resources have been allocated to equip the schools with more emergency personnel, both teachers and Ata. With the text finally approved today in the Chamber, after the changes made in the Commission with the support of the government, action is taken on the contractual front, as long as these positions of fixed duration do not cease in case of suspension of teaching activities due to confinement .
Next, 54 million euros are allocated for the replacement, where appropriate, of the so-called fragile workers in educational institutions, in line with the provisions of the note on the subject issued on September 11 by the Directorate of the Education and Training System of the Ministry of Education.
The provision approved in Parliament also provides for 1.5 million euros to guarantee the replacement of staff who take an extraordinary leave for reasons related to quarantine your children.
Construction Resources
The decree allows anticipating spending of more than 1,100 million euros for the period 2021-2024 (originally planned for the period 2030-2034) for extraordinary maintenance and energy efficiency interventions in secondary schools. The Fund for the reconstruction and safety of schools in the four regions affected by the earthquakes of 2016 and 2017 is increased by 10 million for 2020 and 10 million for 2021.
Hiring of Directors of General and Administrative Services (DSGA)
To ensure the full functioning of schools, in regions where the ranking of merits of the winners of the DSGA 2018 competition did not intervene before August 31, 2020, the winners can occupy the position even later, in any case, before of December 31, 2020. A measure that safeguards the rights of the winners themselves and the proper functioning of the schools. The quota of suitable candidates to be hired is later expanded from 30% to 50%, given the lack of these figures in schools. And from next school year also for the winners and eligible candidates of the DSGA contest it will be possible to use a mechanism similar to the quick call used this summer for teachers.
In primary only descriptive judgments
