The Ministry of Education issued Circular No. 26841 of September 5, 2020, which establishes the criteria for the assignment of substitutes in the 2020/2021 school year. Granting of substitutes for ATA staff.
The calls are made from the first and second band: once these rankings are exhausted, the third band will be passed, as regulated by Ministerial Decree no. 430 of December 13, 2000.
Acceptance of other substitutes
The circular specifies that the acceptance of an annual replacement proposal or until the end of the teaching activity does not prevent the applicant from accepting another replacement proposal for different professional profiles, always of annual duration (August 31) or until the end of didactic activities ( June 30th).
Hour segment
For substitutions assigned in an hour segment, completion is guaranteed in any case. So affirms art. 4, paragraph 1, of Ministerial Decree 430/2000: ” As a consequence of the establishment of part-time jobs for permanent staff, the candidate who is assigned a temporary replacement with reduced hours retains the title, in relation to the useful positions occupied in the different replacement rankings, to achieve the end of time. until reaching the regular working hours foreseen for the corresponding permanent staff“It is possible to leave a segment to accept a full seat, as long as the full seat was not available at the time of the call. It can only be filled between posts of the same profile.
Short substitutions
It is not possible to confer short in the following cases:
- to administrative assistant, except in schools whose staff by law have fewer than three positions
- to engineer
- a school worker, during the first seven days of absence
The art. 1, paragraph 602, of law 27.12.2017, n. 205, which provides that schools can assign assignments for short and occasional substitutes instead of absent administrative and technical assistants, beginning on the 30th day of absence.
Delegation
It is possible to be represented by a delegate at the time of making the appointment.
Resignation and lack of service
The inapplicability of the sanctions in accordance with art. 7 of Ministerial Decree 430/2000, in case of resignation from the proposed job or lack of hiring.
Residual places of extraordinary mobility ex Lsu
With regard to the remaining places at the end of the extraordinary mobility procedure intended to place candidates in the position with effect from January 1, 2021, we proceed
with the provision of temporary substitutes until December 31, 2020. Extraordinary mobility operations must be completed before September 13, 2020, as required by the ministerial note of August 24.
