His original deadline was 6pm last night, but since Arcuri also made a mess for the umpteenth time in published documentation, he has extended the deadline to 6pm tonight. Interested employment agencies must submit their offer at that time. But the mess made by the boys of Arcuri has complicated the way a lot. And the commissioner’s structure was bombarded with requests for clarification on what’s most important to employment agencies: how much can they get from providing that staff? In the ad it was written that the agencies’ profit margin was 5%. But they all wrote the same question to the commissioner: «Gross or net? Because if it also includes VAT, then it drops to 3.9% and it is difficult to propose discounts … ». Arcuri’s response: “It should be noted that due to a mere clerical error, the agency margin net of VAT is not correctly indicated in the notice.” So the agencies had guessed the trap well: their profit is 5% but then in the figure you have to pay VAT at 22%, so it is reduced to 3.9%. We are here in these hands, we must resign ourselves. Because only with a bronze face can it be argued that “by mere administrative error” we forget to include the most important data of all in the text of a tender: how much those who compete for it can earn. Since the tender is based on the best offer, interested agencies should propose to obtain a lower profit margin than that. By tonight Arcuri will know if there will be or not, because then this data sometimes is not even made public, other times it is published only after many weeks or months. Transparency is certainly not his strong suit.
Therefore, the 15,000 vaccinators are not there at this time. How should they find them? Arcuri himself puts them a bit, since on December 16 he opened an online questionnaire where they could register by inserting their curriculum vitae and aspiring doctors and nurses. Obviously there is no news about the numbers of this operation. Whatever they are, this list will be provided to the winning agencies for their use. If it’s insufficient, they start looking for the doctors and nurses who are missing those numbers. At that time, contracts must be made in accordance with territorial requests. However, without a doubt, vaccination centers with the famous Stefano Boeri flower should be ready. At the moment, the regional councilors who are asked for an account are opening their arms and saying that they do not know where or how or at whose expense they will be built. Then we will have to wait a long time.
Once everything is in place (and experience shows that nothing has gone right this year), it will be necessary to train both doctors and nurses. Because no one is born a vaccinator and no vaccine will be the same as another. The one to be administered now, the Pfizer, is contained in a tiny bottle containing 5 doses. A supervisor is needed to divide the correct parts by aspirating with the syringe, so much so that the first administration errors already exist (in Germany by mistake they administered the 5 doses contained in the mini vial with a single injection). The training course for vaccinators will be carried out by the Higher Institute of Health, where there is no crazy experience in the administration of this type of vaccine that has no precedent behind it. But they will have already read the Pfizer instruction manual and they will have something to tell. Course duration? Not expected. But it is included in the nine-month contract. There are vaccines, but before you have the necessary shots, those -80 degree refrigerators will need to keep them safe for a long time. Pray that all together do not cause a faint, because then the night of waiting will be really long.
