Christmas decree of the Dec. 18, it’s official: partial and total closure during the holidays. And this time the Government does not approve a Decree of the Prime Minister to introduce new restrictions, but a Decree Law.

This was confirmed by the Prime Minister at a press conference, announcing the hard line for the Christmas and New Year holidays: allItaly in the red zone holidays and holiday eves from December 24 to January 6 (December 24, 25, 26, 27, 31, January 1, 2, 3, 5, 6). The rest of the days of the week (December 28, 29, 30 and January 4), instead, the entire Peninsula will be orange zone once the text of the decree has been formalized.

the displacements during this Christmas closure, as well as for situations of need, work, illness, are only allowed up to a maximum of two people – network of children under 14 years – arrive at the home of relatives who do not live together and celebrate Christmas together. With regard to this exception, there is no indication of family ties with the people visited.

And that’s how in the text of the new decree, which has just obtained the green light from the Council of Ministers, the Government establishes a Red zone throughout Italy during the Christmas holidays, a period in which it is common to meet with family and friends, to avoid a third wave of infections that the Italian health system would have difficulty coping.

The government’s line, therefore, is among the toughest we could have expected: since the prohibition of displacements to a new one emergency shutdown in March style, up to the knot of two relatives who do not live together (but excluding children under 14 years of age) who can go to a house other than their own to celebrate Christmas.

But let’s see, point by point, what the Decree Law of December 18 provides that will keep us “company” throughout the Christmas period.

What the Christmas Decree provides

New Christmas Decree today, December 18: the measures

The pressure on Conte is at the highest levels: the government has been called upon to “touch” the Italian Christmas, introducing restrictions that we imagine may also prove unpopular. The prime minister, however, is convinced that there is no other option, following the will of Speranza and the PD, who have long been pushing for a hard line.

Now it is certain that this Christmas will be very different from what we are used to.

Italy red zone at Christmas, holidays and days before holidays

Absolute prohibition to leave home, except proof of work, health and needs. There is also the possibility of traveling in a maximum of two people to a different house to celebrate Christmas, on the following days when Italy will actually be in the red zone:

  • Dec. 24,
  • December 25th
  • Dec 26
  • December 27
  • December 31,
  • January 1,
  • January 2,
  • January 3
  • January 5
  • January 6.

The rules to respect these days are those of the red zone, namely:

  • prohibited movements, even in the same Municipality, except for reasons of health, work or necessity;
  • trips to different municipalities only to make the purchase if for reasons of greater savings, or in any case for reasons of health, work or need;
  • mandatory self-certification for travel;
  • closed stores;
  • open supermarkets and shops that sell food or essential items (kiosks, tobacconists, hairdressers and barbers, laundries);
  • bars, restaurants, patisseries and ice cream parlors closed, with take out from 5 to 22 and home delivery always allowed;
  • it is good to walk near your house;
  • it is okay to be physically active near your home if done alone, at a safe distance, and wearing a mask;
  • it’s okay to ride a bike near your home or go to work;
  • closed museums, exhibitions, theaters and cinemas.

Italy orange zone from Monday to Friday

Instead, the orange zone rules apply on the following days:

  • December 28th
  • December 29
  • December 30
  • January 4th

In the limits of the orange zone, summarized below, the Government adds the prohibition to move outside its own Municipality unless it is municipalities with less than 5,000 inhabitants and the traffic cannot exceed 30 kilometers:

  • movements allowed in your municipality from 5 to 22 without self-certification;
  • not travel to other municipalities or other regions, excluding reasons of necessity, work, health;
  • trips to different Municipalities for proven reasons, for example to use services not present within their own Municipality;
  • curfew from 22:00 to 5:00 except for reasons of health, work, necessity and with self-certification;
  • they are allowed to return home;
  • bars, restaurants, patisseries and ice cream parlors closed. Only to take out until 10 at night with prohibition to consume near the premises. Home delivery always allowed,
  • shopping centers are closed on holidays and before holidays, net of essential services present there;
  • open stores;
  • ok for walks from 5 to 22;
  • ok motor activity from 5 to 22;
  • ok for bike rides.

Non-living relatives and children under 14 years of age

He confirmed the repeal that provides for the possibility of visiting relatives who do not live together even during the red zone.

The formula contained in the new Christmas Decree Law is as follows:

“The transfer to private homes is allowed within the limits of two people for each, additional to those who already live there.”

Translated: they can be invited to Christmas Eve dinner and Christmas lunch just two people, set, but not counting children under 14 years. A family made up of a mother, father and two children under the age of 14 is counted as two people and therefore they can travel to go to lunch with their grandparents, for example, following the German approach desired by Merkel.

Movements

Net of proven work, health or need needs, to be certified by self-certification, it is possible to travel up to a maximum of two more people under 14 years of age.

Second box

The travel decree approved at the beginning of the month provides for the prohibition of moving to second homes in another region in the period between December 24 and January 6. Therefore, during the days of the Christmas closure it is forbidden to travel to different municipalities.

New soft drinks decrees

In the Christmas Decree there are 635 million euros designed to refresh bars and restaurants that will be closed from January 24 to 6. They will receive a subsidy equal to the one already received according to the rules described in the Refreshments Decree.

For the other activities there will be a Refreshment Decree approved in January.
