Good news was expected and good news has arrived. The Rt index at the national level stands at 1.08, while the local ones, in the autonomous regions and provinces, are all below 1.25. These are, therefore, scenarios 1 and 2 provided for in the document on prevention and response to Covid-19 of the Higher Institute of Health. With this figure, all territories would practically be in the yellow zone, but we are well aware that the level of risk is also considered, which in some regions is high, in others moderate. Based on these indicators, it is decided which territories will keep the color, yellow, orange or red, and which will change. The Covid-19 epidemic is slowing down, but there are ten Regions that are still considered high risk of transmission, which are: Abruzzo, Campania, Emilia-Romagna, Friuli Venezia Giulia, Lombardy, the autonomous province of Bolzano, Puglia, Sardinia and Tuscany, to which Calabria is added, judged “not evaluable“by technicians and therefore considered high risk. Of these ten, nine have been at this risk level for at least three weeks. At this point, the Regions that were included in the red and orange zones on November 6 may change their colour.
What changes for the Regions that pass in the orange zone
The Regions that will move to the orange zone as of November 29 are: Lombardy, Piedmont and Calabria. The transition from the red zone to the orange zone leads to a relaxation of restrictive measures and the change of some rules. In the three Regions it will be possible to circulate freely in its own Municipality from 5 in the morning until 10, without the need for self-certification. However, you cannot leave the Municipality or Region without a valid reason: work, school, health, need or emergency. Shops reopen, but not bars, patisseries and restaurants, which are closed to the public with the possibility of take away food until 10pm. Children and youth attend school up to the eighth grade. In addition, national regulations are valid, night curfew from 10 to 5 in the morning, shopping centers closed on weekends, public transport at 50% capacity, cinemas, theaters and museums closed and distance education for secondary schools .
The new rules for Regions in the yellow zone
Liguria and Sicily they pass in the yellow zone. The two Regions can now move to the zone with the least restrictive measures. Bars, restaurants and pastry shops reopen to the public, who can receive customers, but until 6 pm, then they can work with take-out food until 10 pm Citizen circulation is free, without the need for self-certification, throughout the Region. The regulations for the territories in the yellow zone are: night curfew, from 10 p.m. to 5 a.m., public transport with a capacity reduced by half, museums, cinemas and theaters closing, and also for shopping centers on holidays and days before holidays (including weekends) and finally Distance learning from the first year of secondary school.
