The government is evaluating a tightening of anti-contagion measures on holidays and before holidays. The idea, which came to fruition on the occasion of the summit between Conte, Ministers Boccia and D’Incà, the Undersecretary of Prime Minister Riccardo Fraccaro and the heads of delegation of the political forces that support the government – the meeting was held in the Palazzo Chigi on the afternoon of Sunday December 13 – is to turn the whole of Italy into a red or orange zone on the days of greatest risk, however allowing a specific relaxation for small municipalities. An exemption is possible that grants, to those who live in cities with less than 5000 inhabitants, the possibility of moving outside the Municipality within 30 kilometers. A summit between heads of delegation, ministers and CTS should make a decision in the next few hours.

During the meeting between the prime minister, ministers and heads of delegation, a substantial agreement emerged on the assessment of new restrictions on holidays and the eve of holidays. The summit, in fact, was convened on the wave of images of the weekend gatherings, which raised the alarm in the executive. However, the hypothesis of introducing ad hoc restrictions for Christmas days, following what the government calls the “Merkel model”, has highlighted a knot: that of restaurants. The participants in the meeting were divided into “penalty shooters” and supporters of the soft line. The latter have distanced themselves from the former who, on the other hand, pushed for closure even at lunch, as is the case with the red or orange areas. The meeting was postponed late in the morning today, Monday December 14, after the summit with Minister Lamorgese and the CTS.

Towards a majority motion

The summit on Sunday night was necessary to face the challenge that the majority will have to face on Wednesday, December 16, when the Senate is expected to vote on an opposition motion against the block scheduled for Christmas for travel between municipalities. The solution that would have emerged from the meeting is the one that involves the presentation of a majority motion, which would be deposited at Palazzo Madama in the afternoon, before the conference of the group leaders. The majority motion could also be voted by the opposition.

The hypothesis, outlined in the motion, would be to allow the exit of municipalities with less than 5,000 inhabitants, establishing a kilometer limit, even if some of the Pd senators press for a repeal below 10,000 inhabitants. However, the motion could not give a precise indication, asking the government in a more general way to intervene for the inhabitants of the smaller municipalities.

Pressure on the executive to relieve pressure

After all, the pressure on the government to loosen control of travel, borrowing an expression from the world of soccer, exists and is “total.” And it is not only the opposition forces that in recent days have asked for the ban on traveling between different municipalities to be relaxed on December 25, 26 and January 1. The request also came from within the majority, from a Living Italy that in recent days has raised the tone of the confrontation, opening the way to the hypothesis of a verification within the majority. The Democratic Party in the last wineskin has asked to evaluate new containment measures to prevent a jump in Coronavirus infections on vacation.
