Abruzzo now returns to the orange zone

On Sunday, December 6, the President of Abruzzo Marco Marsilio signed an order with which he autonomously decided that Abruzzo will go from being the “red zone” (that is, in the range of highest epidemiological risk of the coronavirus) to the “zone orange “(ie the middle range). The transition between the different risk bands must be subject to a decision of the Ministry of Health, which in this case has not yet taken place.

Abruzzo remained the only region in the red area, after Campania, Aosta Valley, Tuscany and the autonomous province of Bolzano had moved to the orange area on Sunday with an order from Health Minister Roberto Speranza.

Marsilio decided to sign the ordinance based on the data recorded in recent weeks in the region, which turned out to be in line with that of the rest of the regions of the orange zone, if not better. Abruzzo’s president commented on his decision by writing on Facebook that “the weekend’s monitoring provided further comforting data, which was also noted by the regional Scientific Technical Committee. There has not been such a low number of new positives since October 23. Starting on Monday, December 7 in Abruzzo, the stores can reopen and starting on Wednesday second and third grade students will return to school.

Marsilio’s decision to autonomously declare the passage of the region in the orange zone has nevertheless created a confrontation with the government, since until now all the regions had awaited the decision of the Ministry of Health to establish the passage in a lower risk range. The latest decisions of the ministry, on Friday, December 4, had expanded the red zone in Abruzzo, because the parameters used to establish the risk bands did not yet allow a color change. Even when the parameters improve, in fact, the rules foresee a 14-day wait before any weakening, to verify the stability of the situation.

The situation in Abruzzo, however, is complicated. Abruzzo had been an exception even when it went into the red zone on Wednesday, November 18, since even in that case it had done it independently without waiting for the decision of the ministry, which should have arrived two days later, on Friday. The red zone decided by the government for Abruzzo, therefore, began on November 20 and its first deadline, after the scheduled 14 days, was on December 4, when Speranza decided to extend it.

That day, Marsilio had said that “Minister Speranza informed me of the one-week extension of the red zone for Abruzzo”: an extension that – if the stability of the data on the epidemic is confirmed – should have brought the decision on the zone orange. But Abruzzo counts the start of the red zone from the ordinance of November 18 and, therefore, the week of extension would end on December 9: date cited by the newspapers as the one provided by government regulations for the end of the Red zone.

Given the importance of the festivities for the Immaculate Conception, Marsilio, however, decided to advance the return to the orange zone by two days, to allow the reopening of all the stores.

On Sunday, the Minister of Regional Affairs, Francesco Boccia, commented on Marsilio’s ordinance saying that if Abruzzo returned to the orange zone on Wednesday, December 9, he would have the approval of the Ministry of Health, three weeks after he entered the zone. red, but that the government could question Marsilio’s decision to anticipate the color change.
