A monster that only creates other problems.

The relaunch decree is a bureaucratic monster of 464 pages, divided into 250 articles, that is, each article is a detailed text of approximately 2 pages. This gives rise to a double group of drawbacks: that of a cumbersome parliamentary discussion of each article and that of the uncertainty of interpretation and implementation, with further delays and confusion. Instead, the sums to be given to businesses that don’t close and to people struggling to survive should be timely and safe. These two requirements are not assured. The word “relaunch” has a dynamic meaning, there is nothing dynamic here. As Berlusconi observes, this decree could be called “delay”, since it was originally the decree of April and, in mid-May, it is not yet in the Official Gazette. The decree generates a new public debt of 55 billion, that is, 3.2 points of GDP, but only 15 billion or 27.3% goes to companies, and almost nothing goes to productive investments, private or public, so the word relaunch is totally inappropriate, to define it. Furthermore, the government admits this, as it announces that a future decree will be issued for the Unblocking construction sites called “Rinascita”. The temporary amnesty for illegal immigrants, which is highly questionable in itself because it creates a dangerous precedent, is inconclusive because the amnesty procedure takes 2 months and crops “don’t wait”; Additionally, a portion of these immigrants often do not have the specific skills for this job. To this end, borders should be reopened to seasonal workers in Eastern Europe. Only 6 of the 27 billion for production activities are donated to non-reimbursable companies to replace the capital stock. And the aid that is promised depends on the entity parameters of the billing, invented by the public decision maker, who defines the perimeter of SMEs at his own discretion. Instead, parameters related to the damage caused by the coronavirus should be used. The arbitrary criteria adopted have two perverse effects: they distort the market, particularly on the border between medium and small companies, and make access to European funds risky for the health emergency, which requires ad hoc demonstration. Exports only receive 450 million: it is not clear for what purposes. Although it does not relaunch investments in machinery, the decree does not contain the criteria of sanitary security for factories, artisans and their activities and a shield against criminal risks derived from uncontrollable factors. The social part of the decree, also largely arbitrary, is 70% of spending. But if the GDP pie is not largely compounded, how can it be redistributed?
