One company instead of three
And to think that Aria (Regional Agency for Innovation and Purchasing) was born precisely to put in order the inefficiencies and waste of the Pirellone. A birth that took place in the first half of 2019 through the merger of three companies already controlled by the Lombardy Region: Lombardy IT (Lispa), Lombard infrastructure (Ilspa) e Central shopping spa (Ark) in turn ended up at the center of controversies, arrests and investigations and already 100% owned by Pirellone. The director of the operation had been a budget councilor Davide Caparini, player of the Northern League. The aim of the merger had to be precisely to reduce management costs and make the system more efficient.

For example, it happens when 300 elderly people are accidentally summoned to the Niguarda hospital in Milan; Guido Bertolaso, called to manage the vaccination campaign in Lombardy, publishes photos of the elderly in which he publicly apologizes but asks for a change of pace. But the chaos is repeated this weekend in Como, Monza, Cremona; Fact that convinces Letizia Moratti, number two of the councilor and councilor for Health, to urge a change.
