REGGIO EMILIA – The province of Reggio Emilia ended up in the dark orange zone. This means that from Thursday March 4 to March 21, all schools will be closed, except for kindergartens for children 0-3 years and kindergartens. This is what emerged from a long meeting that took place today between the mayors of the territory, the Province and the Health Authority with the Region. The provision that formalizes the decision, due to the latter, is expected in the next few hours.
This also means a stop for travel, if not for reasons of health, work and proven needs, even within the municipality itself, and the prohibition of going to family, friends and second homes. The closure of recreational activities and an approach to sports activities, in addition to distance education for schools of all levels and universities. In the presence of educational services 0-3 years and preschool. In this area, on the other hand, economic activities, including services to the person, allowed in the orange areas of the country are still allowed.
The measure is due to the increase in the incidence of coronavirus cases in Emilia-Romagna: in the week of February 22-28, it was 346 infections per 100,000 inhabitants. To see such a high figure, and among other things with a growth trend, we must go to the one reached in the weeks of late November (peak of the so-called second wave): 384 from November 9 to 15, 386 from 16-22 November, 343 23-29 November.
At the regional level, in the week 8-14 of February the incidence was 242 cases per 100,000 inhabitants, while in the week 15-21 of February it was 288. Regarding the individual provinces, the highest weekly figure (February 22-28) is that of the province of Rimini with an incidence of 466 cases.
The rules
Movements: movements are prohibited both within the same municipality and towards neighboring municipalities; the exception is for movements motivated by proven work needs, situations of need (such as the purchase of goods) or health reasons, which must be reported in the self-certification. Therefore, it will not be possible to leave the municipality itself, even if it has a population of less than 5,000 inhabitants (as is now planned and regulated for red areas by article 2 of Decree Law number 15, of February 23): it remains the possibility of going to the neighbors, but only for special needs, such as for the purchase of products that are not in the municipality itself. You can return to your home (domicile or residence) and there is the possibility that students attend classes in the presence, when so provided, if the school is based in a municipality not included among those subject to restriction: obviously they will be able to go and return.
Visits to family and friends: The possibility of visiting family and friends once a day, even within the municipality itself, was also excluded.
Second box: it is forbidden to go to second homes, except in situations of need.
Bars and restaurants: as in the orange zone, these activities remain closed. They can continue to take out from 5 am to 10 pm, home delivery is always allowed.
Stores: Economic activities are allowed, including service to the person, allowed in the orange areas of the country.
Walks and sports: It is possible to carry out motor activities individually in the vicinity of the house, provided that the distance of at least one meter from any other person is respected and with the obligation to use respiratory protection devices. With regard to sport, events and competitions organized by sports promotion bodies are suspended, as well as activities carried out in open-air sports centers. Sports activities are allowed only individually and exclusively outdoors.
College: the development is established with the presence only of the activities of the Educational Services 0-3 years and Infant Schools, while the educational activities for schools of all types and levels will be carried out 100% remotely. Without prejudice to the possibility of carrying out face-to-face activities if it is necessary to use laboratories or maintain an educational relationship that achieves the effective school inclusion of students with disabilities and special educational needs, guaranteeing in any case the online connection with the students in the class which is in integrated digital teaching. Distance classes exclusively also for the University.
