After hours of negotiations and a long stalemate, the Region and the unions reach an agreement. The new ordinance on schools, in effect from Monday to March 5, when a new dpcm will arrive from Rome, provides for 100 percent of distance education (dad) from preschool to high school.
Dad for everyone, then. At least according to the agreement signed by the councilor for the right to education, Sebastiano Leoand by unions. A document that anticipates the content of the governor’s order. Michele Emiliano.
Objective: “To stop the epidemiological curca throughout the territory before the resurgence of contagion data due to the spread of the so-called ‘English variant'”, reads the minutes of the agreement between the administration and the unions.
The Minister of Health, Pier luigi lopalco, confirmed that the new regional ordinance on schools that will be published soon and that in that provision “the option of assistance by choice has been eliminated.” And then: “We are limiting face-to-face teaching as much as possible to give all school staff the opportunity to get vaccinated and return to face-to-face teaching more safely. So, we are talking about bringing digital teaching to 100 % “.
Therefore, the focus is on closed institutes and distance learning to vaccinate school personnel as quickly as possible, given that Phase 2 of the campaign begins from February 20 with the administration of vaccines to 90 thousand units of the school personnel of Apulia, avoiding the miscegenation in the same teachers and collaborators of the institution who have to be vaccinated with teachers and students who have to teach.
After all, the Region, cards in hand, has committed to a mass vaccination campaign, with a strong enrollment rate in the ranks of school personnel between 70 and 80 percent. And this “to guarantee the safe resumption of face-to-face teaching at 100 percent.”
The agreement also includes the “immediate” launch of the plan that provides for 355 units of health personnel in schools, “in order to guarantee new mass periodic examinations.”
What the final text of the ordinance must contain, and of which, however, there are no references in the agreement with the school unions, is the reference to the only possible exception to 100% Dad: that is, face-to-face lessons for students with disabilities or special educational needs, or for laboratory activities. The choice, however, would not depend on families, but on school administrators.
The text of the ordinance was ready on the afternoon of Friday, February 19, but a meeting between the Region and the unions delayed its publication. Finding that at a certain point came to a real stalemate. In fact, trade unions have demanded integrated digital learning (i.e. distance) for all. Without teaching margins in presence. Then came the agreement, hence the revocation of the one-hour strike called by the unions for February 22.
Meanwhile, the director of the Falcone Borsellino institute has decided to close the Lopopolo nursery in the San Paolo district of Bari until March 1 due to the cases of Covid registered in six of the nine sections.
This is a problem that requires reflections on the future of the school year and on how to make up for the days lost to the pandemic. “In our opinion, if we have to talk about recovery, it is not about making up days for which we do not see space,” he says. Roberto romito, President of the National Association of Directors of Puglia, commenting on the hypothesis that the schools remain open at least until June 30. It is a discourse of content recovery, of students in recovery who have remained outside of distance learning ”.
