On Thursday at 9 am the discussion on the programmatic speech of Prime Minister Mario Draghi began in the Chamber of Deputies to ask for confidence. Draghi did not read his speech: the deputies are discussing the text of the one read yesterday in the Senate, where the government gained confidence with 262 votes in favor. After the general debate, which will last until 4 in the afternoon; At 6:00 p.m. there will be a response from the Prime Minister, followed by explanations of vote, and at 8:00 p.m. voting will begin. The confidence of the House will be the last parliamentary step before the actual installation of the Draghi government: as in the Senate, all the main parties, except the Brothers of Italy, will vote in favor.
Yesterday in the Senate Draghi obtained 262 votes in favor and 40 against: the 19 senators of the Brothers of Italy voted against, which were joined by another 6 senators from the Mixed Group and 15 from the 5 Star Movement. The 281 votes obtained in 2011 by Mario Monti were not exceeded, which represented the maximum in Republican history for a vote of confidence in the Senate.

In his speech to the Senate, Draghi summarized the principles that will inspire the government’s action and some points of the program, insisting in particular on the economic policy that will be applied to try to overcome the crisis caused by the pandemic, and elaborating on environmental issues. Draghi dedicated several passages to the Atlanticist and Europeanist position that the government will maintain, also including an apparent condemnation of sovereignties: “There is no sovereignty in solitude.” The speech in the House is expected to be very similar to that delivered in the Senate.
