Government, party pressure by political ministers, Draghi resists for now

Parties are a trap in which leaders struggle to manage the tipping point. Accusations and resentments boil under the patina of the approval of Mario Draghi.

In the League, the torments are twisted around the duration of the executive that drives away an electoral victory that, after the fall of Count2, many took for granted and very close. Salvini interprets it, perhaps intuiting that his leadership of the Carroccio may depend in some way, in the opposite sense, on the duration of the executive.

THE FOOT

But it is in the PD and M5S where the confrontation remains the most bitter and destined to break out after the president in charge has read the list of ministers. The secretary of the Democratic Party appeared on television yesterday and Lucia Annunziata explained that Draghi will decide “the perimeter, the contents and the form of government” “otherwise we will start on the wrong foot.” Among Democrats, however, many now argue that “too many times in this crisis we have started on the wrong foot”, including “the idea of abstention” – advanced on Saturday by Goffredo Bettini and later denied – or so “of supporting. to the government without, however, entering “with its own ministers, thus favoring the birth of an entirely technical executive.”

The party revolt, led by the outgoing ministers, forced Zingaretti to adjust the game, leaving everyone who waits or stays or enters free to practice. The dem continue to trust that sooner or later it will be only the “majority Úrsula” that supports the government and they trust the arrivals of migrants to remove the uncomfortable ally of the Northern League, which, however, is pragmatic and, for now, seems more interested in the 209 billion of the Recovery Plan and in the ships.

Draghi spent the whole weekend in his “good retirement” in Città della Pieve without ever going out, but working hard on the phone. Telephone talks that cannot fail to involve the Head of State, which could appear on Wednesday to dissolve the reservation and the next day, or at most Friday, with the list of ministers for the oath. Squeezing the points of the program by slalom between the contortions of the matches will not be easy even if there is no alternative and the debate within the matches reveals a good dose of confusion.

In the afternoon, Draghi will start the second round of consultations, which will end on Wednesday with meetings with the social partners. It is likely that the prime minister in charge will move from the listening phase to that of the synthetic illustration of things to do, but it is very difficult for him to present a program that can exclude the political forces – he comes to mind – who have expressed their will to support it.

Instead, he will talk about very specific things: work, investments, Recovery Plan, vaccination campaign, reforms to be done. Not a word from the government team for which that “believe me” repeated several times on the occasion of the first round of meetings is valid. From that “trust” hang the grillinas hopes of having an “adequate representation” in the Executive that also takes into account the parliamentary weight of the Movement. Visibility needs, to be spent even in the never-dormant internal dispute, and the need to characterize the executive politically, push the grillini to ask Draghi for places for their big names. It is also why the temptation of the technical executive Democrats – which emerged after the League’s election to join the majority – has collapsed.

The work of the President of the Chamber, Roberto Fico, was very useful for Draghi and also for Mattarella, but in the Movement tensions have not abated and the final composition of the government team is destined to feed others. Transporting the entire parliamentary patrol will not be easy, the division appears to be around the corner, even if none of the elected officials are cheering for the end of the legislature.
