The road is uphill and is paved with bumps. But Count Ter, on the first day of consultations with President Roberto Fico, is the initial playing field. Pd and M5S continue to lock up the lawyer: for the pentastellato political leader Vito Crimi, Conte is “indisputable”; according to the secretary dem Nicola Zingaretti, the outgoing prime minister “is the only person capable of gathering the necessary consents”. It remains to be seen if the pattern will remain the same at the end of the game. Even today, Matteo Renzi does not undo the knot of the presidency. The leader of IV is willing to seek mediation on the issues, guarantees “loyalty” but asks for a written document “that removes the alibis from everyone.” And he still has his letters about Conte’s future: “We don’t talk about names, they come later.”
The 5 stars – divided on the option of returning to the government with the Renzianos – look with suspicion at the maneuvers of the Rignano senator: “I don’t trust Di Renzi”, says a great grillino summing up the internal mood, on the day in that the main groups of the Giallorossi majority are received by the president of the Chamber Roberto Fico as part of the consultations. Same mistrust among the dem. With Secretary Zingaretti calling everyone to that “loyalty”, quoted by Renzi to assure it but also to say that so far not all have done it: “For us, loyalty means saying what you say in public in private meetings.”
In short, the work has just begun. And much more to clarify. Starting precisely from the Conte node. But although the outcome of the crisis is not yet on the horizon, a possible government team is already in the making at the wishes of the political forces.
The truth is that for Matteo Renzi, in case he accepts Conte again as prime minister, the premise is above all Alfonso Bonafede outside the Ministry of Justice. The 5 Stars are aware of this and consider that Bonafede’s farewell to Via Arenula is almost inevitable if the lawyer stays at Palazzo Chigi. In the rest, however, the grillini try to stay. Box movements, perhaps, but without disturbing the government delegation. Take exponents of ‘Contian’ like the Undersecretary of the Prime Minister, Riccardo Fraccaro, and the owner of the Mise, Stefano Patuanelli. The first could be diverted to the environment, ‘sacrificing’ coach Sergio Costa.
As for Patuanelli, on the other hand, sources from Grilline tell Adnkronos that the chief of staff of the Ministry of Development would have given internal instructions for the dismissal: make boxes, anyway. But this would not automatically result in the Trieste engineer leaving the scene: Patuanelli could in fact move to MIT, a ministry for which he hypothesizes an ‘unpacking’ between Transport and Infrastructure. Then there are a lot of M5S undersecretaries who are kicking to make the ‘jump’, while the path for outsiders is very narrow. There is talk of the possible entry of the group’s former leader into the Senate, Gianluca Perilli, as undersecretary of Justice, replacing Vittorio Ferraresi.
Always remaining in the field of hypotheses, in the event that Conte triumphs for the third time, among the dem parliamentarians Lorenzo Guerini and Dario Franceschini they consider themselves immovable, as leaders of two strong areas of the Pd – Base Riformista and Areadem – precisely in the House and Senate groups.
Beppe Provenzano could see the dicastery at risk, since the leader of its component, Andrea Orlando, could join the new team. With a leadership position, because it is unlikely that Franceschini will have the role of head of delegation. In the balance Paola De Micheli, possible the stay of Francesco Boccia. For Enzo Amendola, although the EU Policy Minister is appreciated by all Democrats and Secretary Zingaretti, a new path could be opened, that of candidate for mayor of Naples. In the case of Leu, the head of delegation and Minister of Health, Roberto Speranza, would maintain his role by carrying out work on the health and pandemic front.
And finally Italia Viva. If in the end Renzi “swallows”, Count Ter will increase the price of the contents and the government equipment. The most popular names to enter the government are those of Ettore Rosato, Maria Elena Boschi and Luigi Marattin. However, Boschi remains a sore spot for the 5 stars, who would prefer a ‘parliamentary’ upgrade as House Vice Speaker rather than Rosato. Among the ‘attention’ boxes of the Renzianos is Lucía Azzolina, or the School, Infrastructures and Economic Development.
Finally, there is the Mef, which occupies a separate chapter in the history of this conflictive government crisis. In addition to Bonafede and Azzolina, the Renzianos’ focus is also on Roberto Gualtieri. For many in the Democratic Party it would be at least inappropriate to switch to Via XX Settembre, as Gualtieri has so far been the face of Italy in Recovering Europe. Iv, however, pushes a change and would like a strong technician for the Economics team. Among the names is Fabio Panetta, now at the ECB and close to Mario Draghi.
