The new Dpcm

The calculation to establish the bands is carried out by crossing the new risk thresholds with the stability of the sanitary facilities. The parameters provide that with Rt at 1 and moderate risk it turns orange, with Rt at 1.25 it turns red. Yesterday all regions had a moderate risk and therefore it will be the contagion rate that will make the difference. Emilia-Romagna was at 1.05, Veneto at 1.07, Calabria and certainly Lombardy above 1. It means an orange band with open shops, while bars and restaurants are closed and it is forbidden to leave your municipality. Lombardy, Veneto and Calabria run the risk of entering the red zone directly, which would mean that it is forbidden to leave the house except for verified needs and to go to the stores that remain open. Lazio and Liguria are between yellow and orange. Tuscany, Friuli-Venezia Giulia, Molise and Campania must remain in yellow.
The movements
The epidemiological picture alarms scientists and leads the government’s line towards rigor. That is why the inter-region travel ban will certainly be extended from January 16. The exemption will be maintained for small municipalities with less than 5,000 inhabitants for those who reside in a region of the orange strip, with the same limitations as for the Christmas period: do not exceed 30 kilometers (even transfer outside the region) and not reach the provincial capital.

In the red strip there will be the exception that allows two people, with children under 14 years in tow, to go out to visit friends and family, only once a day.

The new Dpcm will also include changes to sports.
