A yellow zone with a few more posts on weekdays and an orange on weekends. To avoid further spread of infections, the prohibition to move between regions also appears in the yellow zone and the provision that allows a maximum of two people to move to another house in the region (accompanied by children under 14 years of age and any living with disability). These are the first indications contained in the new decree in the Council of Ministers tonight at 9:00 p.m., effective until January 15.
Not for travel between regions
The text of the decree confirms that until January 15, 2021 any movement in and out between the territories of the different regions or autonomous provinces is prohibited. It is only possible to travel between regions motivated by proven work needs or situations of need or health reasons. However, as the previous decrees have already confirmed, the return to one’s residence, domicile or home is allowed. It will not be possible to move to second homes located in another autonomous region or province.

Orange zone on holidays and days before holidays
On holidays and days before holidays between January 7 and 15 in Italy, the restrictions of the orange zone apply, but trips are allowed from municipalities with a population that does not exceed 5,000 inhabitants and for a distance that do not exceed 30 kilometers from the borders. However, it is forbidden to move to the provincial capitals.

The new decree confirms the rule that allows friends and family to visit once a day: in fact, it is allowed to move to a single private home, once a day, in a period of time between 5 and 22, and within the limits of two more people than those who already live together. The two people may be accompanied by minors under 14 years of age over whom they exercise parental authority and disabled or non-self-sufficient people who live together. Therefore, the curfew is maintained at 10 pm, after the advance of 8 pm had aired.
The access threshold to the red and orange zones is lowered.
The Minister of Health, Roberto Speranza, brought to the CDM the hardening of the thresholds that delimit the passage of an autonomous region or province in the orange or red band. It will be precisely the Minister of Health, with its own ordinance, to apply to one or more regions in whose territory there is an incidence of contagion of more than 50 cases per 100,000 inhabitants, the measures from the orange zone if the scenario is “type 2” and the level of risk is “moderate” or “high” and those of the red zone if the scenario is “type 3” and the level of risk is “moderate” or “high”. It must be said that since the last report all autonomous regions and provinces have far exceeded the threshold of 50,000 infections per 100,000 inhabitants.
