VENICE. “Deficient”. This is how the new health secretary of Veneto Luciano Flor defined them. “Irresponsible deficiencies”. The same concept is used by Treviso’s Usl 2 CEO Francesco Benazzi. Who are these unflattering epithets for? To the many, too many Venetians who, although positive for Covid, violate the isolation imposed by the law. What do they risk? Good fine and complaint, but they don’t seem to care much. And where do the asymptomatic or paucisymptomatic positives in Covid that violate the rules go? For shopping especially, but also for walks, a small commission.
“What do you want it to be”, they think, but one of the reasons why the contagion curve in Veneto does not go down as it should is this. HOW THE SYSTEM OPERATES. It is the general director of the USL de Marca who explains how positives evade controls. “The operators told us about each color. If there were few cases, it would take very little to retrieve a phone number, but with thousands of cases logged every day, things get complicated. “We call the positives every other day, a little to check if they are at home, but above all to check how they are, from the temperature to the respiratory symptoms. And what do some do after receiving the call? They go shopping because they know they will not call them again ”. They let the Euganea 6 Local Health Authority know that there are two calls a day, but if the irresponsible positives implement the trick discovered in Treviso, it is of little use. Received the call, do not hesitate to leave. And infect.
Benazzi is a river in overflow: “Someone calls us to warn that they have recognized a positive for Covid outside the home. But it is a race that most of the time we fail to win, because once we get active and get home, they are back ”. Benazzi explains that too many people are not available, but neither the Usl nor the local police can work miracles. “Knowing that we call every other day, they go out for a walk the day they know we are not calling.”
THE CONTROL SYSTEM. On paper, the system to check if the positives respect the rules is granite. It worked perfectly as long as the number of positives was manageable. Now it is not. This is how the control plan is organized in Veneto: everything starts from the diagnosis of positivity in Covid. As soon as the result of the molecular swab arrives, the double procedure, sanitary and control, is activated.
If the symptoms are compatible with Covid treatment at home (and the vast majority of the time this is the case), the individual Usl is in charge of symptom control. A phone call every few hours to find out if symptoms arise or if they get worse. In this second case, if hospitalization is not necessary, the Usca (Special Assistance Continuity Units) is activated, which follows the patient at home. The list of positives with names and surnames is delivered every day to all the mayors of the Municipalities of the Region. And here are the police checks, which are carried out on three different fronts: road checks (when someone stops, a check of the list of positives is carried out), checks at home randomly and then at the notification of the citizens.
