because some will not get the refund

The State Cashback closes the experimental phase of Christmas 2020 and restarts with the standard of 2021, which is worth the refund of 10% of purchases made in supermarkets, shops and by artisans and professionals for a maximum of 150 euros in the next six months. But while the rules change, it also appears that, while in the experimental period those who signed up accumulated a total refund of 35 euros each, one in four will not receive any refund.

Refund: why some won’t get a refund

In order: as we have said, the second phase started from January 1 and from the first day of 2021 we went to the “standard” cashback, which always provides a return equal to 10%. Basically, no procedure will be necessary to activate it: those who have already registered in the IO app or in other ways for the Christmas refund, in fact, are automatically registered in the “standard” procedure. Purchases must always be made in physical stores with cards or payment applications. As for the extra Christmas cashback, online purchases are not valid for reimbursement. On the other hand, payments in bars, restaurants, artisans or professionals and for gasoline are valid. Therefore, there are two bets:

  • you have to use the ATM at least 50 times;
  • For each receipt, the maximum refund is 15 euros.

Then there is the appeal of the super cashback dedicated to the 100,000 Italian consumers who will add more digital transactions between now and June 30: for them the reimbursement amounts to 1,500 euros in the semester. Meanwhile, the numbers of the experimentation are on the table of the government, which will have to verify what phase 1 of the Christmas period was like. Currently a total of 5.8 million citizens have joined the Christmas extra cashback, which in total have accumulated a potential credit of 200 million euros, or 35 euros on average each. Very far from the 150 euros promised at the beginning, but this depends on the volume of expenses that, during the alternation between red, orange and yellow zones, inevitably slowed down: few have had the opportunity to buy in stores while online commerce is excluded of the total refund calculation. The image of the IO app issue and the fact that some payment tools were left out of plan (like contactless) probably also played a role in the slowdown.

New Dpcm, ordinances and decree law: the bans of January 7 and the risk of the red and orange zone for six regions

Giuseppe Virgone, Managing Director of PagoPa, in an interview broadcast today on Sole 24 Ore proudly recites the data from the first experimental phase linked to Christmas of Operation Cashback: “These are figures that tell us that despite the initial difficulties the system worked If we then add that AppIO has been downloaded by more than 9 million people, we can really conclude that institutions have equipped themselves with a digital infrastructure that is now available to build simple and functional services. “

Cashback and maximum refund of 43 euros

But there is also more to remember: The messenger write today that one in four will not receive a refund. Because according to the newspaper this is the percentage of those who have not made the ten planned purchases with a credit card and, therefore, will be out of the total:

The data released last Wednesday by Palazzo Chigi, under whose control PagoPa, the state company specialized in digital payments to public administrations, which also manages the Io application, speaks of 9.6 million activated payment instruments, more than 49, 6 million transactions processed, an effective cashback to be paid to citizens who have already acquired the right to collect refunds of 157 million euros and an accumulated potential cashback of more than 198.4 million euros. Not all members will receive cashback: those who did not make at least ten cashless purchases in December will not see a euro.

This is accompanied by the question raised in recent days by SkyTg24: for refunds to be paid in the period between December 8 and 31 -the so-called extra Christmas cashback- the executive has put 228 million euros in the plate. But they are not said to be sufficient, in fact. The incentive was apparently more successful than expected. As of December 21, 5.3 million Italians were enrolled in the program, while the Io App was downloaded 9 million times. The accounts are done quickly: dividing the 228 million by the number of Italians who have joined the Cashless plan, you get an average refund of 43 euros each.

The hypothesis that money may not be enough is not entirely remote. If this happens, the refund amount may be less than expected. We don’t say it, but the decree 156 of November 24, 2020 that established the cashback. As SkyTg24 also points out, the text establishes that “the allocation of the reimbursement provided for in article 7 is made within the limits of the amount of 227.9 million euros. If the aforementioned financial resource does not allow the full payment of the reimbursement owed, it is reduced proportionally ”. And it happens that in article 7 the rules that govern the extra Christmas cashback are put in black and white. The decree specifies that the provisions of “cash reimbursement” are applied “on an experimental basis also with reference to the period between the start date” of the measure and December 31, 2020 and that reimbursement “is paid in February 2021 “. . Finally, it should be noted that the government has decided to finance the cashback through the money from the Recovery Plan loans: the latest version of the Italian resilience plan allocates 4.75 billion euros to cashback: in short, the State is willing to borrow with Europe will finance 10% rebates on cashless purchases.
