The prefectures adopted the operational documents as a result of the work of the school transport coordination tables installed in all the provinces in view of the
resumption, as of January 7, of face-to-face teaching. The prefects also took into account the ordinance of the Minister of Health of December 24, 2020 which, limited to the period 7-15 January, reduces classroom attendance to 50%

The Minister of Education, Lucía Azzolina, expressed “great satisfaction with the result achieved”, commenting on the green light for the resumption of school attendance on January 7. “In a few days, the tables led by the prefects allowed the development of concrete measures, territory by territory, and immediately operational. Satisfaction with the approval of the face-to-face lectures on January 7 also from the Minister of the Interior, Luciana Lamorgese: “All the prefects have carried out valuable coordination work to ensure the resumption of face-to-face teaching from January 7. It was a complex operation that made it possible to identify differentiated solutions over time at the territorial level, combining the needs of the school world with the extraordinary resources allocated to the transport sector ”.

Once again -he added- the prefectural network has managed to define shared organizational models, the result of a constructive confrontation between all the protagonists of the tables, a point of connection between the different levels of national and territorial government, with the Common objective to reopen the classrooms to the students safely at the beginning of the new year ”.

The Minister of Regional Affairs, Francesco Boccia, underlined “the government’s priority to bring secondary school students to the classroom starting on January 7th. In recent weeks, he added, constant work has been done in all regional territories to connect the different institutional levels to guarantee all public services, starting with health security. Excellent coordination work has been carried out by the prefects with the Regions, Municipalities and Provinces and today the operational plans are ready to be implemented. The school is a collective responsibility, a challenge that we win if it is accompanied by a continuous and loyal collaboration between all institutional levels ”.

The prefectural plans

The prefectural operational documents have agreed -informs a note from the Ministry of the Interior-, with the participants in the coordination tables, the most appropriate solutions, territory by territory, with the objective set by the dPCM of December 3, 2020, to return in presence. 75 percent of the student population. With special reference to the school sector, the solutions, also calibrated in a variable way, foresee: the differentiation of the entry and exit times of the schools, divided into two bands (mainly 8-14 / 10-16); input flexibility (eg 7.45 to 8.00; 9.30 to 9.45); the articulation of didactic activities in 6 days, frequently on Saturdays, in turn; the reduction of the “school hour” to 45/50 minutes and, therefore, of individual lessons. Regarding the transport sector, financial resources have been made available to cover the costs of additional services to improve the transport system in terms of vehicles and kilometers traveled, corresponding to the percentage of 75% mentioned above (more than 300 million euros). euros). Also based on the Agreement, ratified last December 23 at the Unified Conference, on the Document of “Guidelines to ensure the correct development of the 2020-2021 school year”, the prefectural operational documents will constitute the “certification of the additional services necessary and admissible financing ”by the Ministry of Infrastructure and Transportation.

The solutions proposed in the coordination tables were reviewed to implement the decree of the Minister of Health of December 24, which, limited to the period from January 7 to January 15, 2021, reduced the objective of returning to teaching activities in presence . at 50 percent. In particular, the solution chosen to differentiate the entry and exit times of the schools in question in the regions of Abruzzo, Calabria, Campania (with the exception of the province of Benevento, which reported entry in a single shift), was confirmed, Friuli Venezia Giulia (with the exception of the province of Gorizia, which reported entry in a single shift), Lazio, Liguria, Lombardy, Puglia, Tuscany (with the exception of the province of Lucca, which already offered only entry flexibility) . Regarding the strengthening of the local public transport system, in the aforementioned Regions, the additional services provided for by the prefectural documents, parameterized to 75% of the affected student population, will in any case be operational as of January 7; This also taking into account that the temporary window provided by the Ordinance is also considered by the Regions as a useful period to assess the impact of the measures adopted (the so-called “stress test”).

The regions of Basilicata, Emilia Romagna, Molise, Sardinia (with the exception of the province of Cagliari which, only for secondary schools, keep the double entry shift) and Veneto (with the exception of secondary schools) have confirmed the organization school based on a single entry shift) province of Treviso, which confirmed the choice of entry shifts for the double entry and exit shift). Also for these Regions, additional services will be deployed in accordance with the indications contained in the operational documents, except for slight reductions that may be agreed with the representatives of the regional transport sector.

In the regions of Marche, Piedmont, Sicily and Umbria. where, on the basis of the prefectural operative document, the differentiation of the entry and exit times had been foreseen, the school component chose to temporarily re-establish entry to a single shift, taking into account that the percentage previously foreseen for the first shift of the two entry shifts, it already corresponded to 50% of the affected student population. Also for these Regions, additional services will be deployed in accordance with the indications contained in the prefectural operating documents, except for slight reductions that may be agreed with the representatives of the regional transport sector.

In the autonomous provinces of Trento and Bolzano, autonomous procedures have been established for the resumption of school activities in presence, which however do not present criticalities in terms of the connection between the affected sectors.
