Beyond the words of ministers and undersecretaries, net of what at first glance appear to be confrontations, the path was drawn for the possible mandatory vaccine against Covid. Speaking today of obligation is considered by the government not only incorrect but counterproductive. And this is because it would end up lifting a comfortable ball to the non-vax, who have their business reason for saying no, and an extra doubt to those who simply have some perplexity.. Not here, not now. And for this reason, the fact that the case has now exploded was certainly not seen with favor by the government. But this does not mean that the issue is off the agenda. Rather. The point is not so much the if, but the when.
The moment of truth will come around April, when the vaccination campaign is in full swing, and not only doctors and nurses will be on the list, but ordinary people as well. If at that time the level of adherence were so low as to make it clear that the goal of herd immunity is at risk, enforcement would become a real option. Almost a necessity to prevent the largest vaccination campaign in history from becoming a hole in the water. There are three possible tools, complementary to each other in the sense that one does not exclude the other.
The first is the actual obligatoriet which could be included as a prerequisite in the contract of public officials. Or at least some categories, the most exposed to risk, such as doctors and teachers. Or for some tasks, such as those that involve contact with the public at the counter. a position that has long been supported by the Undersecretary of Health Sandra Zampa. And in the end willing to accept, in due course and if necessary, also the Minister of Public Function, Fabiana Dadone.
His words from yesterday (It is not a subject that I am passionate about) I am certainly not a categorical rejection. And they point out how this solution is taken into account if it were chosen by the government in its collegiality. If something his prudence dictated by the decision not to clash with the unions again, who have long protested a contract increase that they consider insufficient. And that yesterday also protested under the ministry, a surreal scene in a Rome where despite the return to the orange zone almost all the shutters of shops and bars are closed and where behind each shutter there is at least one family without income.
Of course, imposing the obligation would not be painless. Also for the compensation owed by the State in case of adverse reactions, which can occur with drugs, including those we take without thinking. But the opinion of the bioethics committee is on the table of the minister of Public Administrations and the prime minister. That document, signed a month ago, says that the mandatory cannot be excluded in an emergency and for some categories. You can do it if you want. However, there are 3 million public employees, 5% of Italians. This cannot be the only lever that can be operated in a pinch.
For this reason, the second lever is the immunity license.. A document, perhaps even an application, that will allow vaccinated people to travel alone, participate in events such as football matches, and attend places open to the public, such as cinemas and theaters. It can work well for centralized ticket purchasing such as airplanes and trains. Less for hair activities, like a concert at the suburban theater or the seasonal disco. Who would really control?
The last lever concerns private sector workers, which are 15.7 million, five times the public figure. An audience that can really change the balance of herd immunity. But where intervention cannot be seen from above and companies can do a lot, even in their own interest. According to Italian law, the employer must protect the health of the employees. How should they behave with those who decide not to get vaccinated? Will they have to somehow separate the vaccinated from the unvaccinated? Will they have to force smart work on those who say no, an option that actually has a double edge, as agile work is often very welcome? In any case, individual companies will have to protect their interests by creating an incentive for vaccination. Because for now it relies on spontaneous adhesion. But that is not necessarily enough.
