Today, December 28, the rules of the orange zone are in force throughout Italy, which will also apply on the 29th and until the 30th inclusive: from New Year’s Day until January 3, the red zone will return. What changes from red to orange? What can and cannot be done after decree law 172/2020, of December 18? Here is a formulary of the rules, permits and prohibitions in effect from today until December 30.

These days you can circulate freely within the municipalities from 5 to 22, while the curfew remains in force from 22 to 5. All shops are open except bars and restaurants, which, however, can make takeout and home delivery. To travel today during the hours in which the curfew is not in effect, self-certification is not required while during the curfew hours you can only travel for work, health or extreme need and urgency. However, there is an obligation to wear a mask and respect the social distancing of one meter. The self-certification, necessary only for those who travel from 22 to 5 in the morning or for those who leave their municipality, can be brought with you or can be filled out during any police control. In summary, in the orange zone:

• You can move freely within your municipality from 5 to 22 hours;
• You can travel outside your municipality to visit family and friends, but always within your own region.
• you cannot leave your region;
• It is possible to leave municipalities with a population of no more than 5,000 inhabitants, traveling a distance of no more than 30 kilometers and without going to the provincial capital;

In any case, it is still possible, in both the orange and red zones, to move between municipalities to reach minors with the other parent or caregiver or to take them to their own home. It is allowed to go to church from 5 am to 10 pm and walks and motor activities are allowed. Permission is also granted to access public parks and gardens within the municipality, play for children in parks and villas and travel to attend the funeral of relatives. You are always allowed to return to your home or residence.

Then it is possible to move out of your municipality to buy and buy food or products that are not available in your municipality or are cheaper in other areas; in this case the move must be justified with self-certification. Italy will remain in the orange zone only on these days and on December 4. On December 31 and on January 1, 2, 3, 5 and 6 it will return to the red zone, and between December 31 and January 1 the curfew will be valid until 7 in the morning.

Regarding commercial activities, all the stores are open but within the stores the possibility of respecting the interpersonal distance of one meter must be ensured (to be clear: there are no “classic” queues at the checkouts, you have to stay away) . Tickets must be deferred so that there are no meetings within the premises and you should not stay in the stores longer than necessary to purchase merchandise. In summary, as the government’s Faq also explains on the website of the presidency of the council of ministers, regarding businesses in the orange zone:

• bars and restaurants are open exclusively for the sale of take-out food until 6:00 p.m. and for home delivery, which in any case must be carried out in accordance with the regulations on packaging and delivery of products;
• In the areas or hours in which the consumption of food and beverages is suspended within the premises, customers are allowed to enter and stay there only for the time strictly necessary to acquire take-out products and always in the compliance with contagion prevention measures. However, meetings or consumption are not allowed in the vicinity of the premises;
• Only the food and beverage outlets located in the service and refueling areas located along the highways, in hospitals and airports may remain open after 6:00 p.m., with the obligation to ensure in any case that the interpersonal distance of at least one meter;
• The hotel restaurants are open to guests staying there, just like in the red light district. Therefore, catering is allowed (without a time limit) only within the hotel or accommodation where you are staying. If there is no such service within their hotel or accommodation, the customer can use a take-out or home delivery service (possibly organized by the hotel), within the allowed time limits, with consumption at the hotel;

There are no restrictions on the categories of tradable goods. On holidays and the eve of holidays, commercial establishments within shopping centers and markets are closed, with the exception of pharmacies, parapharmacies, health centers, food points, tobacconists and kiosks.

In any case, retail commercial activities are carried out on the condition that it is ensured, in addition to the interpersonal distance of at least one meter, that the entries are made in a delayed manner and that it is prevented from staying inside the premises longer. than necessary for the purchase of the merchandise. They are also allowed:

• home delivery;
• sales of furniture that were made in the store before the restrictions, which had not yet been completed with delivery and assembly;
• vehicle assistance, vehicle delivery, test drives, scrapping;
• It is also possible to make deliveries outside the municipality itself, since it is for work reasons;

Open activities must comply with the appropriate protocols or guidelines to prevent or reduce the risk of contagion in the reference sector or in similar areas, including the measures referred to in annexes 9 and 11 of the Prime Minister’s Decree, relative respectively to “Retail”. and the “Measures for commercial enterprises”. These include the maintenance, in all activities, of interpersonal distancing and cleaning and environmental hygiene at least twice a day and according to opening hours, as well as the guarantee of adequate natural ventilation and air exchange.
