Christmas in the red zone, with self-certification at hand to be able (on very rare occasions) to move from home. It started at midnight today, December 24, which is in fact a lockdown. Therefore, it is more difficult to accept and “digest” the restrictions, as well as the return of self-certification as a best friend. The control device put in place to intercept the violations of the crafty and punish the transgressors of the confinement is having an impact. In case of infringement, a fine is applied that can range between 400 and 1000 euros, and that can be increased by one third if the infringement occurs “through the use of a vehicle”.
But let’s go in order and take stock of the rules, prohibitions for the red zone, for the next orange zone and on the use of self-certification.
Red zone, de facto blocking
Is it a real blockage? Compared to recent months, the most substantial repeal is the one introduced with the decree of December 18. You can leave home once a day to tour the entire region in the company of another person to meet family or friends, bringing with you, as they are not included in the account, children under 14 years of age or any person who is not self-sufficient. The obligation to wear a mask indoors and outdoors and the curfew from 22 to 5 in the morning remain in force.
The days of validity of the red zone are December 24, 25, 26, 27 and 31 and January 1, 2, 3, 5 and 6. Restaurants, bars and shops are closed all day except groceries, pharmacies, parapharmacies, tobacconists and essential items.
It will not be possible to leave the house except for reasons of necessity and urgency, but two people will be allowed to go out once a day to visit family or friends (but you must return home before 10 pm); children under 14 years of age are not within the limit of two people and those who live in municipalities with fewer than 5,000 inhabitants may travel within a radius of thirty kilometers; these movements can be done with self-certification.
These days you can go to the hairdresser, while the beauty centers are closed. Individual motor activities and outdoor sports can be carried out. You can buy take out until 10pm. M., But do not eat it near the restaurant, and order food delivery. In short, in the red zone:
- movements are allowed only for reasons of work, health, necessity and these include assistance to a non-self-sufficient person; you can return to your residence, domicile or domicile where you usually meet your partner and also to second residences (see edit at the end of the article); you can go shopping and mass, as well as to the pharmacy and the tobacconist.
- You can go to other people’s homes (in two, but those under 14 are not counted in the total) with movements within their own municipality.
- The bars and restaurants close from Christmas Eve to reopen on January 7; Only home delivery or take away service is allowed before 10pm. Autogrills on motorways and bars in stations and airports remain open.
- The stores open are: supermarkets, grocery stores, hairdressers, barbers, tobacconists, pharmacies, parapharmacies, bookstores, newsagents, florists, toy and sportswear stores, tobacconists and hardware stores, laundries and pet stores.
Orange zone, almost closed
In the orange zone, in force from December 28 to 30 and January 4, shops open until 9:00 p.m. while bars and restaurants are closed (but there is a yes to bring food until 10 p.m. and home delivery). Also on these days it will be possible to visit family and friends (but no more than two people) in your own Region. You can leave your municipality (which does not exceed 5,000 inhabitants) no later than 30 kilometers. In summary, in the orange zone:
- It is forbidden to circulate from 22 to 5 unless reasons of work, health or urgency and necessity are demonstrated, accredited by self-certification;
- travel from one municipality to another and from one region to another is prohibited;
- shops are open, bars and restaurants are closed.
Self-certification, when and how to do it
You leave home alone withself certification (here the link to the website of the Ministry of the Interior to download the self-certification form). The movements are allowed only for reasons of work, health or extreme urgency and necessity and must be certified through the self-declaration form. Three types of exemptions apply to travel bans
There is an exception that refers to trips from municipalities with a population of no more than 5,000 inhabitants, whose residents can travel a distance of no more than 30 kilometers from the borders. However, you cannot go to the provincial capitals;
Then there is another exception that instead concerns all citizens: it is allowed to move to a single private house, located in the same region, once a day, in a period of time between 05.00 and 22.00 and within the limits of two people. This numerical limit does not include minors under 14 years of age over whom persons interested in relocating exercise parental authority, and disabled or non-self-sufficient persons who live with them;
To this is added, as decided by decree law n. 158 December 2, that the return home is always allowed at any time of day or night and that “home” means residence, domicile or domicile. The Ministry of the Interior specified yesterday that if one of the three previous exceptions is used “the related justification can be alleged by resorting to the usual self-declaration forms, in the part where reference is made to” reasons allowed by current regulations. ”
How is self-certification completed? In addition to checking the box, the following line should explain the reason that determines the move, the starting address and the destination address. The name of anyone you will meet (relatives or friends) should not be specified for privacy reasons. It will also be necessary to indicate in the self-certification form: your usual address, a valid telephone contact, that is not subject to the quarantine measure or that has not tested positive for Covid-19 (except for movements ordered by the health authorities).
The fine
Anyone who does not respect the prohibitions introduced can be fined: the fine ranges between 400 and 1,000 euros, but it is reduced if paid within five days. Police checks can also be carried out after the on-site check. In case of displacement considered out of the norm, the police can order the return to the place of departure of those who have not respected the norms. In case of dispute of the fine, you can appeal to the prefect. Participation in religious services is allowed.
