The red zone is activated throughout Italy, with the travel restrictions and prohibitions defined in the Christmas decree, measures and regulations adopted to deal with the risks associated with the spread of the Coronavirus. From today, therefore, Christmas Eve, until December 27, and then on December 31 and January 1, 2, 3, 5 and 6, 2021, the country will find itself in a scenario of maximum severity characterized by a high risk level (scenario type 4).
But what does it entail and what are the rules to follow? A circular sent to the prefects by the Chief of Staff of the Ministry of the Interior, Bruno Frattasi, provides some indications on the measures adopted with decree law n. 172/2020, let’s see them in detail.
MOVEMENTS AND SELF DECLARATION– “In relation to the movements” that may take place out of the ordinary on orange days and red days “towards a single house in the same region between 5 and 22 within the limit of two people” in the period between On January 24 and 6, the relative “justification by means of the usual self-declaration forms may be alleged, in the part in which reference is made to ‘reasons allowed by current regulations'” specifies the Ministry of the Interior in the circular.
” Transfers that are reunited with the care activities carried out are allowed, without a time limit, within a voluntary association, also in agreement with the local authorities, for needy or disadvantaged people. Consequently, for the movement linked to these activities – it is explained – the realization of social volunteering may be justified ”.
PLACES OF WORSHIP – “Access to places of worship and participation in religious functions is still allowed,” reads the circular, and “the terms imposed by the so-called curfew will also apply in these cases.
‘ORANGE’ DAYS – “With regard to the prohibition of inter-municipal mobility that is in force in the so-called orange zone, the provision allows in a derogatory way”, is drawn up in the circular, on December 28, 29 and 30 and January 4 transfers from municipalities with a population not exceeding 5000 inhabitants and for a distance that does not exceed 30 km from their borders. “It is observed – specified in the Viminale circular – that the demographic dimension refers only to the municipality a quo, and not also to the ad quem, for which the demographic data are therefore not relevant, while instead it detects, in a sense impediment to move, the fact that the destination municipalities have the status of provincial capital ”.
CHECKS – ” The usual punctual attention is recommended to ensure the provision of effective services aimed at guaranteeing the correct observance of the measures ”, is stated in the circular sent to the prefects, in particular ” with regard to the controls to along traffic arteries and in the city, in order to prevent possible infractions of mobility restrictions or meeting situations or non-compliance with interpersonal distancing. ”
