MILAN – Not only the new layoffs for the self-employed, the postponement of the sugar tax and the new hires for the vaccine plan. The rich package of reforms to the Budget Law approved yesterday brings, as every year, a new barrage of bonuses and mini-measures that complement the most important interventions. Changes that together have a value of about 5,000 million euros but that, taken individually, sometimes weigh in some cases only a few million euros.
Maneuver, the free glasses and smartphone voucher arrives
For the triennium 2021-2023, with a fund of 5 million euros, a contribution for the purchase of glasses and contact lenses debuts, reserved for families with Isee up to 10,000 euros. Also for less well-off families, but with Isee up to 20 thousand euros, a mobile phone (or other device) for free use with Internet subscription and two newspapers is also available on loan. The benefit is reserved for only one person per household, and on the condition that they do not already have an Internet or telephone contract.
New funds for the TV bonus
Continuing in terms of technology, a reform to the Budget Law reinforces the endowment of the TV bonus fund, the contribution of up to 50 euros for the purchase of new generation televisions, also in this case for families with Isee less than 20 thousands of euros.
Taps voucher up to 1000 euros
Finally, another 20 million are reserved for a kind of “tap bonus”, of which 1000 euros will be allocated to December 31, 2021 to the costs of replacing toilets, taps and artichokes. For the measure, a fund has been set up with an endowment of 20 million euros for 2021. To these is added a 50% tax credit for the purchase of drinking water filtering systems for individuals, companies, third sector entities and entities religious of civil recognition, up to € 1,000 for each property or business unit and € 5,000 for public establishments, with a total spending ceiling of € 5 million for 2021 and 2022.
Furniture voucher is extended
Still on the subject of housing reforms and interventions, in addition to the extension of the superbono in June 2022 (or December 2022 in the case of work to be completed), the ceiling of the furniture bonus is raised slightly, from 10,000 to 16 thousand euros. This is the subsidy for the purchase of furniture and appliances purchased at the same time as a reform, for which a deduction of 50% of the expense is foreseen, spread over 10 years.

After the bonus for bikes and scooters, the new contribution dedicated to cargo bikes also debuts. With an endowment of 2 million euros, a tax credit of up to a maximum of 30% is recognized for the purchase of pedal-assisted cargo bikes and cargo bikes, up to a maximum of 2,000 euros.
