With the Christmas Decree there are days – to be exact the holidays and the eve of holidays that are included in the period from December 24 to January 6 – in which all Italy will be the red zone. There are those who speak of emergency shutdown and actually also to leave home – and move within the Municipality – it will be necessary to bring theself certification.
It must be said, however, that it is a very different lock – and softer – than what we experienced last spring. Compared to March and April, in fact, there are many more commercial activities and services that may open periodically, with the possibility of moving even just to go shopping in all those stores that remain open.
Not to mention the exceptions introduced for travel, like the one that allows you go home in a maximum of two people to visit family, friends or even just acquaintances.
Who thinks of a “Natale locked up“–which read in this way could suggest the title of a cinepanettone of the Italian cinema tradition – I was wrong: we have several reasons to believe that what will begin on December 24 will be a much smoother lock, with consequences also in meetings.
March and April blockade: because it will be different from the one described by the Christmas Decree
The rules that apply on holidays and days prior to holidays included in the period from December 24 to January 6 are the same as those that have been regulated in recent weeks. movements and activities in the red zone regions.
And already on that occasion we saw how leaving home was much easier Compared to the first confinement, when the reasons to be indicated in the self-certification were really limited. There was a period in which you could leave the house only to buy food or basic needs, or in any case for health or work reasons.
Well this time it will be different. First of all, it must be said that you can leave home simply to go to a commercial activity that will remain open on days when Italy is a red zone, or simply to take advantage of a service.
And since business activities that can remain open (here the complete list) are many more than authorized during the first block, reasons for leaving home are also increasing. We remind you, in fact, that in the self-certification you can indicate the departure to be carried out as a reason of need purchases in one of the usual business activities, or even to use a service. For example, compared to the first lock it will be possible leaving home to go to the hairdresser or barber.
Moving through the territory, therefore, will not be as rare as it is believed and the possibilities that will arise meetings in the city they are not remote.

As we have already had the opportunity to tell, in fact, there is the possibility of go home (and except on December 25 and 26, and January 1 also by the City Council) for visit other people. You cannot leave home with this justification if you are more than two people (excluding those under 14, or even disabled or not self-sufficient people), but in any case this justifies multiple displacements with the possibility that this repeal may legitimize meetings in private homes.
Because who will check that no more than two people will be received in the same house? As confirmed by Giuseppe Conte this check will not be possible: It is not the intention of the authorities to carry out controls in private homes.
In short, unlike the first lock this time circumvent prohibitions and restrictions -which in any case are softer than the first time- it will not be difficult: we hope that the common sense of Italians will intervene where the Government has left regulatory loopholes.
