“The ban was conceived as a strong limit on trafficking.” So, “you come out with the self-certification and you say where you’re going,” Prime Minister Giuseppe Conte explained.
The certificate should always be carried with you when you leave home on red days: December 24-27, December 31, January 1-3, and January 5-6. These days you can only leave for work, health and need reasons, which will be defined in the form to be shown in case of controls. Expenses are included among the necessities. Sheet in the pocket also for athletes who exercise outside the home or for those who go to mass. With the recommendation of the CEI: the church “must be reasonably identified among the closest.”
Self-certification must be completed when you leave during curfew, that is, from 10:00 p.m. to 5:00 a.m. Here too the reasons may be the usual three: work, health and need.
The form must be carried when visiting friends or family, within the limits in which it is allowed: even on red days and with a maximum of two people.
Being able to go home in any situation, whoever has to do so at a time when travel is prohibited must justify themselves with self-certification.
On orange days it is forbidden to leave the municipality or, if you live in a municipality with less than 5,000 inhabitants, exceed the distance of 30 kilometers. Who should do it for work, health or necessity reasons should indicate it in the self-certification. Even on orange days, it is still an obligation to justify yourself with the completed form if you are away from home from 22:00 to 05:00.
According to a new interpretation of the government decree, it will be possible to reach second homes within the region itself, even on red days. In this case, you will need the completed form.
Finally, self-certification is used for all movements that were prohibited even before the Christmas Decree of December 18. Also in these cases it will be necessary to justify the reasons of health, need or work.
In some Regions, such as Veneto, different ordinances are in force, which will continue to be respected even if they are more restrictive.
