It is always allowed to travel to return to the own residence, domicile or home where one is habitually with the couple (not in the second residence) but here self-certification will also be necessary. You can go out to go to mass or do physical activity.
In the orange zone proclaimed from December 28 to 30 and January 4, it is allowed to move within your municipality but not outside of it or from the region (the prohibition to leave your region will start in any case from December 21 ). Self-certification will be necessary if you have to move outside your municipality or region for the three usual reasons of work, health, demonstrated need and urgency. Unlike the red zones, in the orange zones you can move freely within your municipality, as required by the above Dpcm, but only from 5 to 22. At night, however, you have to carry the self-declaration with you.

And the yellow zone? Even in the scenario where the restrictions are lighter, the curfew is maintained between 10 pm and 5 am In this range, any movement must be motivated by self-certification. This applies to the days from December 19 to 23, when the restrictions of Decree Law December 18 n. 172. In the self-certification, the signer must declare that his move is determined by:
- labor needs;
- health reasons;
- other reasons allowed by current regulations or by decrees, ordinances and other measures mentioned above that define the measures to prevent the spread of infection;
It will also be necessary to indicate in the self-certification form: your usual address, a valid telephone contact, that is not subject to the quarantine measure or that has not tested positive for Covid-19 (except for movements ordered by the health authorities), to be “aware of the criminal consequences provided for in the event of false statements to a public official” regulated by article 495 of the Code of Criminal Procedure. What risks do those who are not in good position have? First, a fine of between 400 and a thousand euros, as required by the decree.
It should also be remembered that there is a single exemption granted by the government for those who live in centers with less than 5,000 inhabitants: in this case, it is possible to travel within a radius of 30 kilometers but not to reach provincial capitals. If you are forced to move in any case for work, need or health reasons or to return to your residence, address or home, you can always do so but also in this case with self-certification. And given that on “red” days it is possible to move into a private home while the travel ban is in effect, the letter of the law suggests that it is also necessary in that case to obtain self-certification. Since there is an exception in the rules, it must be justified as one of the “other reasons allowed by current regulations.
