From December 24 to January 6, restrictive measures to contain coronavirus infections will be strengthened in Italy, but the government has provided the possibility of visiting friends or family, although with serious limitations. During the Christmas and New Year holidays, a maximum of two people can travel, with children under 14 and disabled or non-self-sufficient people, without number limitations, to visit the home of a friend or family, between 5 am and 10 pm and within your own region. But there are some aspects that are not yet clear.
The text of the decree says:
During the days between December 24, 2020 and January 6, 2021, the transfer to a single private home, located in the same region, is also allowed once a day, in a period of time between 05:00 and 10 pm, and within the limit of two people, in addition to those who already live there, in addition to those under 14 years of age over whom these people exercise parental authority and disabled or non-self-sufficient people who live together.
The Prime Minister presented the decree law that provides for this repeal on Friday night at a press conference, in which, however, he was unclear about some important aspects. These movements, those of another home, are allowed not only on red days but also on orange ones, and can be done within the entire region (from the slides shown at the conference it seemed like a limited exception to red days). It is, therefore, an exception to the prohibition to travel outside the municipality normally provided for by the regulations for the red and orange areas, which applies only to those directed to another home.
This created a bit of confusion: the Send Initially he had written that visits were only allowed in his own municipality, not having been specified otherwise, increased by the fact that the text of the decree circulated for several hours in newspapers and agencies (after the many drafts published in recent days) before publication. in the Official Gazette and on official government channels, on the night from Friday to Saturday.
However, other aspects remain unclear about how the decree is written. It is unclear if the unique home you can visit should be just one for the entire vacation period, or if it should be just one in the space of a single day. Conte did not explain it at the press conference. In the past, the government had entrusted the clarification of doubts similar to the FAQs published on its website, which however normally arrived a few days after the decree.
There is another issue that has created confusion, namely the limit of people who can be received at home. The decree intervenes on movements and not on what happens in homes, Conte specified at the press conference, responding to a question from the journalist. SkyTG24 Jana Gagliardi. When presenting it, however, he said that “it is possible to receive up to two people who do not live in their home”, in addition to children under 14 years of age and disabled or not self-sufficient people. The decree speaks of the movements, saying that they are limited to two people “beyond those who already live there”, referring to the house that is visited.
Conte, responding to the question, said that “a liberal democratic system does not send the police to the house to check what they are doing”, and that “the prohibition, when you have the goodness to read the decree law, was conceived as a circulation limit “. Then he added: “Those who circulate on the street will declare where they are going, if they go to a house it can be verified later, it is clear.”
(the question is at 5.50 pm)
The exception that allows this type of visit, in any case, will therefore be valid for the entire vacation period. For everything else, Italy will be divided into orange days and red days, in which different rules will apply.
At yellow daysOn December 21, 22 and 23, as regulated by the Decree of the Prime Minister of December 3, it will not be possible to move between different regions, except for work, health or necessity reasons or return to residence or domicile.
At orange days you can move freely in your municipality, but not outside. Apart from those who live in a municipality with less than 5,000 inhabitants, who can move within a maximum radius of 30 kilometers, avoiding the provincial capitals. However, the exception is always valid that if the visits are directed to another home, and they respect the limitations described at the beginning of this article, you can leave your municipality regardless of the number of inhabitants and the destination municipality, staying in yours own. region. On orange days, shops will remain open, bars and restaurants closed.
At Red days all movements must take place solely for proven work needs, situations of need or health reasons. However, within regional borders, movements that fall within the exemption described above are allowed, other than visits to friends or family. Both bars, restaurants and shops will be closed.
(orange regions keep their rules even on days indicated in yellow)
