The meeting began at 6.45 pm and ended at 8.30 pm. Prime Minister Giuseppe Conte’s press conference began immediately afterwards.
The text of Decree Law December 18: Conte closes Italy for 10 days at Christmas 2020 (with derogation for family and friends)
The text of the draft of the new decree law December 18: red and orange zone from December 24 to January 6
The Ansa news agency advances the draft that confirms what has been raised in recent days: the red zone is proclaimed throughout the country from December 24, 2020 to January 6, 2021, except on 28, 29 and December 30, 2020 and January 4. 2021. So in this non-final draft the Epiphany is also included in the red zone calculation. Therefore, tonight at the CDM there will be a dl at Christmas and the holidays, with a stumbling lockdown, between steps from red to orange, from December 24 to January 6. Therefore, the forecast is confirmed this morning: there will also be the repeal called “two diners” in the restrictive measures that will be implemented for the Christmas holidays. Within the red and orange zone, therefore, without prejudice to the prohibition of movement between Regions, a maximum of two people who do not live in private homes will be allowed on “red” and “orange” days. Children under 14 are not included in the exception and, therefore, their movements will be allowed. AdnKronos anticipates the text:
“On public holidays and the eve of holidays between December 24, 2020 and January 6, 2021, the measures referred to in article 3 of the decree of the President of the Council of Ministers of 3 shall be applied throughout the country. December 2020. On December 28, 29, 30, 2020 and January 4, 2021, the measures referred to in article 2 of the same decree of the President of the Council of Ministers of December 3, 2020 are applied “
The scheme illustrated by the government to the regions provides:
- the red zone throughout the country on holidays and pre-holidays in the period from December 24 to January 6, the orange zone on other days;
- the curfew will not be brought forward at 8 pm on orange zone days;
- movements between municipalities with less than 5,000 inhabitants will be allowed;
Instead, the formulation of the rule on non-cohabitants would be as follows:
During holidays and days prior to holidays between December 24, 2020 and January 6, 2021, transfers to private homes are only allowed once a day, in a period of time between 05:00 and 22:00. , towards a single home located in the same region and within the limit of two people, additional to those who already live there, in addition to children under 14 years of age over whom these people exercise parental authority and disabled or not self-sufficient people who live together
The draft decree that the CDM is examining tonight also opens up the possibility of visiting friends during the holidays. In fact, the text does not specify the need for some degree of kinship, as suggested, to allow visits. In the understanding that only 2 people are allowed to move to private homes with the “exception” for children under 14 years of age who are not counted.
The movements between the municipalities and the derogation for the two people in addition to the cohabitants in private homes
Regarding movements between municipalities, the draft establishes that on the working days of holidays -that is, December 28, 29 and 30 and January 4- “movements are also allowed from municipalities with a population of no more than 5,000 inhabitants and for a distance of no more than 5,000 inhabitants, more than 30 kilometers from its borders, excluding in any case travel to provincial capitals. ”In the draft of the decree there is also a reference to the sanctions that refer to to those already provided for in the decree of March 25. “Violation of the provisions of this decree and those of Decree-Law December 2, 2020, n. 158, is sanctioned in accordance with article 4 of the decree-law of March 25, 2020, n. 19, converted by law of May 22, 2020, n. 35 “, reads the text of the draft. Article 4 of the legislative decree of March 25 provides sanctions ranging between 400 and 1000 euros for those who violate the rules.
It should be noted that the draft of the weekly report of the Ministry of Health and Iss invites the population “to limit, even during the holiday period, interactions with people who do not live with those strictly necessary, particularly excluding episodes of coexistence in open and closed environments. The population is encouraged to avoid situations in which it is not possible to comply with the planned distancing measures and to strictly adopt the appropriate use of masks and hand hygiene “.
It should also be noted that from Sunday all Italy except Abruzzo will be formally in the yellow zone, at least for one day: tomorrow the ordinances of the Minister of Health Roberto Speranza expire, which keep Campania, Tuscany, Valle d’Aosta in the orange zone. and the province of Bolzano, which will not be renewed. Therefore, on Sunday it will be possible to leave or enter the three regions and the autonomous province, as is already the case for the rest of Italy. As of Monday, however, the rules will change again: in fact, the decree-law currently in force establishes the prohibition of travel between Regions from December 21 to January 6. Therefore, on Monday 21, Tuesday 22 and Wednesday 23 December, it will only be possible to move between municipalities in the same region. Finally, as of December 24 and until January 6, the rules indicated in the decree that the CDM will approve in the afternoon will apply: therefore, as has emerged so far, a red zone throughout Italy on public holidays and the day before and orange zone on other days.
On the soft drink front, the situation would currently remain on hold. Government sources explain to Adnkronos that a decree on snacks, after the 4 approved in recent months, should not reach the CDM tonight, but should be postponed later, or approved at a new meeting of the Council of Ministers that should be held between Christmas. and New Year. Some possible exceptions remain: the possibility of hosting two people for festive lunches and dinners and the possibility of traveling within a radius of thirty kilometers on orange days in municipalities with fewer than 5,000 inhabitants. But the government, recognizing the motion passed by the majority in the Senate, must move towards this solution. According to the draft anticipated by the Ansa news agency, the movement is only allowed once a day and a maximum of two people at a time.
