The government splits over the blockade across Italy on the “hottest” days of the Christmas holidays. The scientists’ suggestion is to follow the model of the red zones, but leaving the citizens with greater possibilities of movement than the total blockade of last spring. But Giuseppe Conte’s team is divided between those who accelerate and those who brake and even the Pd is not compact. Proof of this is the motion presented in the Senate on movements between municipalities: the text commits the government to “allow the possibility for the closest loved ones to meet on December 25, 26 and January 1,” but the proposal it does not conform to the sanction ministers of the Democratic Party, Franceschini and Boccia.
The meeting of the Cts
Today the CTS experts will meet again, after yesterday’s summit was updated. Then it will be up to Palazzo Chigi to dissolve the last doubts and decide what sacrifices to ask of the citizens during the holidays. An election that Conte would have wanted to avoid due to its impact on the confidence of Italians in the Giallorossi government, but that was necessary because, according to scientists, “the curve of the virus still does not go down as it should.” The ongoing review has unleashed new tensions, because in light of the 12,000 new infections, Ministers Speranza, Boccia and Franceschini point the way to total closure. Position that the commissioner Domenico Arcuri supported in the confrontation between scientists and that Teresa Bellanova, head of the Italian delegation alive, disputes the opening of the confrontation in the aid stations: «We cannot always change our position, like shrimp. And we can’t take measures that ruin our accounts, like closing restaurants at Christmas. Why do we open them? Now they have bought the merchandise and we close them? ». In short, the government is once again divided between those who press to restrict the measures and those who raise their voices, to remember how important Christmas is to reactivate trade.

The scientists
Conte was reluctant to introduce new restrictions. Thus, in concert with the head of the M5S delegation Alfonso Bonafede -who prefers “surgical interventions, because the recently launched measures are working and a hardening not supported by health data would not be understood by the public” – he asked the scientists Get together and put your proposals in black and white. After the meeting with the heads of delegation and the prime minister, the coordinator Agostino Miozzo met with the CTS, who discussed for hours in search of an agreement. It was not easy, because scientists do not want to “cover up” the government from data that are worrisome, but they do not justify another lockdown: the extreme measure would be imposed as prevention of a resurgence in January, because the government expects “very hard three months.” from the epidemiological point of view.
The third wave
In the government’s opinion, the CTS calls for “strengthening the control mechanisms for compliance with the regulations already in force” and invites the executive to order “stricter measures to prevent the movement of people.” Christmas runs the risk of being the prelude to the third wave of Covid in January and, in addition to the dramatic impact on the health of Italians and sanitary facilities, the stability of the government could also be affected. So the problem now is how to dose the measures.
The hypothesis
There are two main hypotheses. Deciding that during the holidays Italy will be a great orange zone, with closed bars and restaurants, limited movements but open shops, or a national red zone: at that point we would find a new general blockade, as in spring, when we could leave home only for emergencies, needs and health and with self-certification in your pocket. The total blockade was the axis of the clash-shock, within the summit and between the government and the scientists. The “Merkel model” is that of an ascending curve, while in Italy the epidemic curve descends. But as Francesco Boccia explained to his colleagues “if we did the confinement, the objective would be similar, to put the sanitary networks in conditions to withstand if the third wave arrives.”
The date does not measure
All of Italy could stop from December 24 to January 6, following the rules of the orange band, or those of the red band. Or the closings will only take place on holidays and days before holidays and therefore on December 24-25-26-27-31 and January 1-3-6, as suggested by Dario Franceschini. According to the latest Dpcm, the current curfew is at 10:00 p.m., according to Minister Boccia, “the government has never discussed advancing it until 8:00 p.m.” It will be a new Dpcm to present the closing for the Christmas holidays. But the decree of the Prime Minister will not be enough, it will be accompanied by a new decree law on the limitation of personal freedoms, or even simply an amendment to the last decree law of December 3.
Reboot
The threshold to think about restarting, explained the president of the Higher Institute of Health Silvio Brusaferro, is between 5,000 and 10,000 new infections a day. The other figure to take into account (as Franco Locatelli also pointed out) is the Rt index: in May, after the lockdown, Italy had fallen to 0.5, but we had summer ahead, now we are at 0., 8 and we are in full swing winter. Until all regions are below the threshold of 0.5 “it is essential to keep your guard very high and avoid loosening in those places where people lower their masks.
