Bologna thus conquers the top of the ranking, gaining 13 positions compared to 2019: it shines, in particular, with regard to the economic situation at the time of Covid-19. It also stands out positively in terms of social spending for home care and the transport of the elderly and disabled.

It is a victory, that of the Emilian capital, which is reflected throughout the Region. Analyzing the ranking more in depth, we see in fact that five provinces of Emilia-Romagna are among the top twenty positions, thus demonstrating a decidedly positive trend. On the other hand, Bolzano, second in the classification, and Trento, in third position, remain stable in the two lowest steps of the podium.

Milan collapses, which last year had won the title of the most livable city in Italy for the second time in a row, and dropped 13 places. All the provinces of Lombardy and, in general, most of the northern cities, have lost positions in the ranking, which reflects the trend of coronavirus infections. In fact, the epidemic has hit the north the hardest, especially in the first months of the year, and has had repercussions in several areas; It has also affected a new indicator just introduced, the one that considers the average living space available.
