On December 9, 1920, Carlo Azeglio Ciampi was born in Livorno. A student of Guido Calogero at the Scuola Normale Superiore in Pisa, he entered the Bank of Italy at a very young age, where he passed all grades until he became Governor, from 1979 to 1993; in Via Nazionale, among the many things he did, he completed the process of independence from the Central Bank and laid the foundations for its integration into the European Central Bank. As president of the Council of Ministers, from 1993 to 1994, he signed an important agreement with the social partners, the result of the consultation. As Minister of Finance, from 1996 to 1999, in the Prodi I and D’Alema governments, he made a decisive contribution to the incorporation of the lira to the euro. President of the Republic, from 1999 to 2006, was a staunch defender of national unity. I think the centenary of his birth must be remembered, especially to the younger generations. It remains a symbol of integrity, of selfless service to the common good.

The figure of Carlo Azeglio Ciampi, whom you, one of your closest collaborators, have impeccably evoked, sadly quite absent from the memory of Italians. a little the fate of the Presidents of the Republic: esteemed and popular (with rare exceptions) while they remain in the Quirinal; forgotten later, when not denigrated as golden retirees. Ciampi had a long series of merits; including that of rejecting the reelection they offered him. As prime minister, he resisted in dramatic moments: speculation against the lyre, bombs, even a blackout that was never cleared up at Palazzo Chigi. As economy minister, he links Italy to the euro and to Germany. With the latter he always had a privileged relationship, thanks also to the command of German that he had studied as a child. As head of state he did great cultural work in defense of national unity (at that time the League was separatist) and its symbols: the anthem, the tricolor, the Vittoriano. For five years he lived with Berlusconi, trying to limit his action when it seemed to him that it violated the Constitution. But he made a tactical error: wanting or having to choose a field of confrontation, and only one, sent the Gasparri law to the Chambers, in which Berlusconi staked everything, and which in fact was quickly approved again; and he limited himself to making some comments on the electoral law. If the Porcellum had also been returned to the Chambers, as its author defined it, today we would probably still have the majority law with 75% of the single-member constituencies, named after the current head of state. In any case, one hundred years after his birth, it is more necessary than ever to reiterate that Carlo Azeglio Ciampi was a great Italian; in fact, as he liked to say, from Livorno, Tuscany, Italian, European.

A useful project for taxi drivers in crisis and cancer patients

Taxi drivers are an important resource for urban transport. Today, due to the pandemic, they are going through a dramatic economic crisis, like other categories. Why not include taxi drivers in an urban transport project, in this pandemic phase, giving them an important socio-sanitary commitment linked to the movement of elderly cancer patients forced to travel for health reasons? Start-up of a new project from Florence where the mayor stipulates an agreement with the taxi driver cooperatives on the price of each trip, which would apply a political rate for each trip, favoring the movement, for health reasons, of people over 65 or people with oncological pathologies, which prevent them from using and crowding public transport. I remember that the rates have always been defined by the municipality in accordance with the taxi cooperatives, why not do it right now? The municipalities, to give an immediate response to the need for mobility of the elderly and cancer patients, could use the funds made available to the Ministry of Transport precisely for urban transport, which are still partially unused for many administrations . It is useless to think of stopping the taxi driver crisis only through regional subsidies, or subsidies, that provide short-term relief: the crisis will be long, better think of a far-reaching project, especially useful for the community.
