As soon as he returned, obviously satisfied, from an ongoing session, the Councilor for Welfare of the Lombardy Region, Giulio Gallera, published this message on his Facebook page and on his Instagram profile, accompanied by some photos that portray him with other smiling runners and then, alone, at a point on the bike path that runs along the Naviglio that runs northeast of Milan that many recognize as part of the Municipality of Cernusco sul Naviglio.
In essence, therefore, Gallera has “trespassed”, thus breaching the regulations established for the orange band, which obliges them not to leave their municipal territory. According to the rules (found here), in fact, sports activity is allowed, but individually: and in any case it is not allowed to leave the municipality itself. The only reasons you can leave the municipality are those related to work, health or need.

From a screenshot published on his Instagram profile, we see that Gallera has also passed Vimodrone.
The controversy immediately broke out on the councilor’s Facebook page: amid many messages of congratulations and greetings, dozens of critical or sarcastic comments appeared. For example: “Good for you, we can’t do it, we would leave our town of residence …”; “But isn’t sports activity allowed only within the municipality itself and alone?”; “So if on Christmas day I put on a suit and run 2 km I can go to my son’s town”; But weren’t we in the Orange area? Do the rules apply only to others? ».
And there is no shortage of digital reconstructions of the route through Google maps to demonstrate the raid.
“I went out for a run, as I do when I can, on an urban route among those frequented by Milanese runners – Gallera himself explains -. I was alone, I ran into my friends at the beginning and then they all left according to their pace and the distance they had marked. I felt good, my legs were doing well, I had music in my ears, and if there was, I was not paying attention to any sign indicating the municipal border. I’ve probably jumped a couple of kilometers and I’m sorry, but there was no intention, it just happened because I was lost in my thoughts, immersed in the race through a Milanese route reserved for runners and cyclists ».
The President of the Lombardy Region, Attilio fontana, had said days ago that regional data indicate a progressive displacement of Lombardy towards the yellow zone, where – according to his statements – it should enter from December 11. In the yellow zone it is possible to leave the municipal area.
