At the center of the debate will be above all the governance designed by Conte to manage this huge amount of funds. There is no agreement on this structure and Italia Viva has already promised a battle.

Recovery fund in cdm: i have items on the agenda
Today’s Council of Ministers promises to be of great importance. The meeting is underway, according to the update of the official government page.
The agenda revolves around a single point, now truly urgent: the definition, in its structure, of National recovery and resilience plan.
This is the most important draft that will be presented to the Chambers and, above all, to Brussels.
The funds that come from the EU, in fact, must be channeled towards a broad program of projects, reforms, investments, with all the specifications on the balances of expenditures and the impact of GDP.
Specifically, therefore, today’s cdm topics are i four chapters into which the Recovery Plan is divided:
- the vision and general objectives;
- the areas of intervention (divided into 6 themes; around 60 projects and 17 groups);
- the governance of the funds;
- impact assessment
It should be noted that the Government has extrapolated six major areas in which it can intervene thanks to European resources: digitization, mobility infrastructures, green revolution, social and territorial gender inclusion, health, education and research.
The ministers must then consent to the overall structure of the plan.
The governance node: what does the CDM draft foresee?
The great debate – and the strong tension of these hours in the majority – develops on one of the four topics: the fund governance.
In detail, the structure designed by Conte to manage the numerous reform projects does not appeal to all political parties for the most part.
The Prime Minister has proposed a technical structure of experts, with the task of dealing exclusively with the Recovery Plan. It’s about a control room captain of 6 manager and supported by approx. 90 consultants and technicians.
Projects and funds for the Recovery Fund
Investments and reforms: this is the heart of the Recovery Plan, highlighted on several occasions by Minister Gualtieri.
The distribution scheme of incoming large sums – 209 billion euros between grants and loans, it could be structured as follows:
- 83 billion for the green transition;
- 15 billion for energy efficiency and safety in school and hospital buildings;
- 42 billion for digital;
- 2 billion for nurseries
At the moment there are no other specifications on the expenditure items and on the projects in which the Government is working.
In any case, the Council of Ministers must decide the general structure, including the distribution of funds.
Recovery fund at risk? Because the cdm is live
While awaiting progress in the discussions underway in today’s CDM, the truth is the bursting of another fuse within the majority.
Italia Viva, in fact, is against the working group proposed by Conte for the management of funds and absolutely does not intend to approve it, especially after understanding that its structure will be included as a reform in the Budget Law.
