New Dpcm zone, yellow and orange: how the rules change at Christmas 2020 in the Italian regions
Therefore, it is useful to summarize what changes and what can and cannot be made during the holidays, remembering that the new Dpcm, related to Decree Law December 2 n. 158, however, allows some exceptions to the current travel bans, pending the Faqs of Palazzo Chigi and Viminale that will provide a new line of interpretation to current regulations. First of all, it must be remembered that, as established in article 1 of the new Dpcm, the fundamental rules do not change:
- There is still the obligation to carry and use personal protective equipment (masks) and “wear them indoors other than private homes and in all outdoor locations except in cases where, due to the locations or factual circumstances, continuously guarantees the condition of isolation of people who do not live together, and in any case without prejudice to the anti-contagion protocols and guidelines provided for economic, productive, administrative and social activities, as well as guidelines for the consumption of food and beverages “;
- Those under six years of age, those who practice sports and those with pathologies incompatible with use are excluded from this obligation;
- The use of masks in the home is “strongly recommended” when accommodating people who do not live together.
It is also necessary to maintain the interpersonal distance of one meter and it is recommended to wash your hands as often as possible. Regarding travel:
- from 10 p.m. to 5 a.m. the next day, as well as from 10 p.m. on December 31, 2020 to 7 a.m. on January 1, 2021, only trips motivated by proven work needs, by situations of need or by health reasons;
- From December 21, 2020 to January 6, 2021, any movement in and out between the territories of different regions or autonomous provinces is prohibited within the national territory, and on December 25 and 26, 2020 and January 1 2021 also prohibits any movement between municipalities, except movements motivated by proven work needs or situations of need or for health reasons;
- In any case, the return to one’s own residence, domicile or domicile is allowed, excluding trips to second residences located in another Region or Autonomous Province and, on December 25 and 26, 2020 and January 1, 2021, also located in another Municipality. .
With the government’s Faq, however, it is likely that a number of travel concerns will be clarified – for example, it will be reiterated that it will be possible to reach an elderly person alone or not self-sufficient even on Christmas Day and it will be possible to reunite couples may they live far away – but the Palazzo Chigi line will not change. Dos and don’ts in December in the yellow, orange or red zone
According to the rules indicated by the provisions, it will be possible to move to other places before December 20 and return home at any time (at home). This is one of the loopholes to avoid the rules that the decree law establishes and certifies the Dpcm. And the controls? The Ansa agency explains that the plan for Christmas foresees intense controls although, it is reiterated, the same rigidity will not be applied during the confinement because in that case there were much stricter prohibitions. Special attention will be paid to respecting the curfew, to travel bans, with random checks and then more stringent on holidays and weekends, and to monitoring, including with drones, streets and shopping plazas to avoid meetings.
