the Scientific technical committee asked the government to provide “an exemption from the travel ban for small municipalities”, a prohibition provided both in the decree already approved on December 2, by the government, and in the drafts of the Decree of the Presidency of the Council of Ministers (Dpcm), which will be definitively launched on the night of December 3 and announced with a press conference by Prime Minister Giuseppe Conte.
Experts believe that the rule included in the draft of the Dpcm – in essence, the stop to travel outside the municipality during December 25, 26 and January 1, except for work, health, need or to return in house or residence – it is «especially penalizing for those who live in small and isolated places» and for this reason «they recommend that the travel ban be reviewed in these cases».
Now the government will have to indicate what are the “small towns” so you should not submit to the ban.
The Conference of the Regions came out harshly against the travel ban; the president of the Lombardy Region, Attilio Fontana, defined it as “unacceptable”.
The government is also thinking of clarifying, with a question and answer section (frequently asked questions, FAQ): what situations fall into the “state of need” that will allow you to leave your municipality at Christmas, San Esteban and New Year’s Eve.
It is not clear at the moment if there will be exceptions. permission to move from the Region itself in the period from December 21 to January 6.
The technicians coordinated by Agostino Miozzo also specified that those who remain positive at 21 days and asymptomatic for at least 7 days can leave isolation and return to work because they are no longer contagious. And so they asked to modify the draft of the Dpcm at this point.
