The president of the Republic Sergio Mattarella yesterday, late in the afternoon, he signed the decree on travel, which confirms the government’s tightening on public holidays launched yesterday by the Council of Ministers. Meanwhile, work is continuing on the draft of the dpcm with the measures that will be in effect as of December 4. At the CDM, as we learned, there has been a long debate about the measures, illustrated by the premier Giuseppe Conte.

The plant would be substantially confirmed, compared to what is illustrated by the minister. Roberto Speranza in Parliament, but in the detail of the measures the project is being reviewed. During the night the text was sent to the presidents of the region, so that they can make their evaluations, before a new confrontation with the government before signing.

Armored Christmas parties

Christmas and New Years “armored” within the municipal limits and, from December 21 to January 6, blocking of movements between the Regions and prohibition of reaching second homes. The Covid decree confirms the government’s tightening during the holidays, to protect a possible third wave. Being in the CDM, after a lively discussion, it was decided to confirm, with the next dpcm the stoppage of classes in high school until January 7.

As of that date, the draft dpcm (valid until January 15) establishes that 50% of high school students will return to class. “Second grade secondary schools – he says – adopt flexible ways in the organization of teaching activities so that 100 percent of the activities are carried out through the use of integrated digital teaching and that, as of January 7, 2021 , 50 percent of the student population is guaranteed face-to-face teaching “.

On New Year’s Eve the curfew until 7 am and not until 5 like other days. “From 10 p.m. to 5 a.m. the next day, as well as from 10 p.m. on December 31, 2020 to 7 a.m. on January 1, 2021, only trips motivated by proven work needs, due to situations of need, are allowed or for health reasons ”.

Everyone arriving in Italy from non-Schengen countries must remain in quarantine for 14 days. at the address or residence indicated.

The curve goes down and on Friday the Minister of Health Roberto Speranza, based on the weekly monitoring, will sign the new ordinances that as of Sunday could make Italy more yellow, making some regions go from red to orange and others from orange to yellow.

The three-tier system is confirmed. With a curfew throughout Italy at 10:00 p.m. and restaurants closed in the yellow zone at 6:00 p.m. Then, in the twenty days between Christmas and Epiphany, there will be no softening: in fact, the blocks will grow, the measures will become more rigid everywhere. The new decree, which consists of only two articles, serves to “cover” precisely the Christmas squeeze. It allows Conte to sign a dpcm that lasts up to 50 days (now the limit is 30) and therefore set the expiration of the decree in force as of December 4 even beyond the Epiphany (among the hypotheses is that of January 15 ). Above all, it allows more rigid measurements on holidays regardless of the “color” of the Regions. And states that As of December 21, it will not be possible to move between regions and autonomous provinces except for work, health and “situations of need”, as well as to return to one’s residence, domicile or domicile. Precisely on the interpretation of these exceptions, in particular “situations of necessity”, will be discussed again in the next few hours with the Regions. And also on detailed measures such as the closure of hotel restaurants on the night of December 31 or on exemptions from quarantine for those returning from abroad, which has been debated at length in the CDM. Just as we talked about the possibility of challenging the Aosta Valley law, which contrasts with the Prime Minister’s Decree on anti-pollution regulations.

A very concrete possibility even if the decision was not formalized in the long night of meetings. Tempers are especially heated, during the discussion on the Covid decree law, when the ministers of Iv Teresa Bellanova and Elena Bonetti ask that the prohibition to leave their municipality on December 25 and 26 and January 1 be removed from the text. The heads of delegation of Pd Dario Franceschini, Alfonso Bonafede of M5 and Leu Roberto Speranza answered no, without recourse. With Francesco Boccia and Enzo Amendola. The confrontation goes on, it is very hard. Prime Minister Conte acknowledges that the majority of his Cdm is in favor of the law.

In the next few hours it will be up to the Regions to comment on the government’s measures. Last night first Michele Emiliano, in a television interview, then Giovanni Toti on social networks, criticized the choice to “close” the Municipalities: “There is no common sense but no sense”, attacks the Ligurian president, “if it is yours “Mom lives alone in Laigueglia but you live in Alassio, forget about spending Christmas lunch with her.”
