The three-tier system is confirmed. It allows Conte to sign a dpcm that lasts up to 50 days (now the limit is 30) and therefore set the expiration of the decree in force as of December 4 even beyond the Epiphany (among the hypotheses is that of January 15 ). Above all, it allows more rigid measurements on holidays regardless of the “color” of the Regions. And states that As of December 21, it will not be possible to move between regions and autonomous provinces except for work, health and “situations of need”, as well as to return to one’s residence, domicile or domicile. Precisely on the interpretation of these exceptions, in particular “situations of necessity”, will be discussed again in the next few hours with the Regions. And also on detailed measures such as the closure of hotel restaurants on the night of December 31 or on exemptions from quarantine for those returning from abroad, which has been debated at length in the CDM. A very concrete possibility even if the decision was not formalized in the long night of meetings.
