There is also a tightening of trips to second residences during the holiday period: it will be allowed to return to one’s own home outside the Region, but it will not be possible to move “to second residences located in another Region or Autonomous Province and, on the 25th and 26th of December 2020 and January 1, 2021, also located in another municipality ”.

The assumptions about the measures in the new Dpcm – For days there have been rumors and hypotheses about the measures that the government will order. According to majority sources, the latest mediations provide: restaurants open for lunch also at Christmas and New Years, the curfew at 10pm and the ban on dinners in hotels on December 31st. And again, the prohibition to move from one Region to another except for work or health reasons, to reach the residence or for “necessity”, self-certified, like “helping a single parent”. The prohibition to leave the municipality itself on December 25 and 26. And the recommendation not to sit at the table, even indoors, on vacation with people who do not live together. These would be the contours of the government’s hard line: from December 21 to January 7 (but dates may still vary) travel limitation and “fight” against meetings, from the closure of the ski slopes. But not everything is decided, starting with school. THE PROJECT OF THE COVID DECREE

PROHIBITION OF MOBILITY BETWEEN REGIONS – “From December 21, 2020 to January 6, 2021, it is prohibited”, says the draft, “within the national territory, any movement in and out between the territories of different regions or autonomous provinces, except movements motivated by needs proven work or situations of need or for health reasons. However, the return to one’s residence, domicile or home is allowed.“.

THE MEASURES THAT WILL BE PROVIDED BY THE DPCM

SCHOOL, TOWARDS THE “GRADUAL RETURN” – It is not yet clear how the government intends to act on the school front. In the next Dpcm there will be measures “for a gradual return to school in which we are working in these hours ”, said today the Minister of Education. Lucia azzolina at the meeting with the Student Forum and the regional coordinators of the Student Councils. RESTAURANTS OPEN FOR LUNCH ON HOLIDAYS – According to the latest rumors, it will be possible to have lunch at the restaurant on December 25 and 26, New Year’s Eve and Epiphany. However, at night they will be closed due to the curfew.

STORES AND OUTLET OPENING – Stores should stay open on holidays for shopping until 9pm, to allow customers to ‘spread’ over a longer period of time and reduce the risk of meetings. The shopping centers will be open on weekends until December 20, but will be closed during the Christmas season.

CLOSED ELEVATORS BUT OPEN HOTEL MONTAGNA – It is one of the fixed points a few hours after the definition of the Dpcm: the lifts remain closed due to the risk of meetings. On the other hand, the mountain hotels are open where it will be possible to dine but in the room.

PROHIBITED CRUISES – Until a few days ago they seemed to be one of the few exceptions allowed even with very strict security measures. Instead, the government decided ban travel in hotels by the sea.
