L ‘Abruzzo will remain the red zone even after December 4thTherefore, it will not go beyond the maximum level of restrictions.
The only thing missing is the official status of the Minister of Health, Roberto Speranza.
This is what the president of the regional council, Marco Marsilio, suggests without too much doubt.
“My position is clear,” says Marsilio, “my ordinance expires on December 3 and I will not renew it. If it were up to me from the 4th we would be in the orange zone but this is a decision for the minister who will decide after evaluating the new figures on the positive cases that we will send between today and tomorrow. From Dpcm the stay in the red zone is at least 14 days but it is based on old data. I am not in a position to adopt measures less restrictive than those decided by the minister. We will not be waging wars for a few more days in the red zone.
Basically our region, according to the Dpcm rules, should remain in the red zone until December 10, but Marsilio’s goal and hope is to anticipate a few days also in view of the long bridge of December 8 that would give a little respite especially for stores, such as clothing and footwear, which count a lot this Christmas time. The president of the regional council wrote today, Wednesday December 2, a letter to Speranza asking, along with all the other regions, a simpler way of processing for the passage between the different areas. All regions declared a red zone, and Abruzzo was the last chronologically, they all had the same problem: on Friday the control room will meet after which Minister Speranza makes the decree effective as of the following Monday. The verification is carried out on the data of the previous week sent until Tuesday Wednesday. This means that when the measures are applied they are based on old data, almost a week ago. In addition, in case of deterioration, the restrictive measures come into force within 48 hours, in case of improvement, as in Abruzzo, it does not happen. I ask that the actual data be taken into account. In the end, we run the risk of discounting the red zone measurements with data from a month ago. When it was useful we went ahead of the red zone now I ask Speranza to speed up the times based on real data avoiding the bureaucratic reading that would lead us to stay in the red zone until December and we would be the only region in Italy. I hope that Speranza, who is a minister with whom I always speak, can accept this reading of reality also because we will do more than the minimum necessary, which is 14 days of permanence in the red zone.
Marsilio then recites the data regarding infections and hospitalizations (we are in the middle of the ranking for intensive care employment at 40%, but it is the red zone compared to other worsened regions) in this red zone period indicating how positive cases per day have gone from an average of 682 to 514 and the number of people hospitalized per 1000 inhabitants is 0.59 less than the national average of 0.61. The number of hospitalizations, on the other hand, is growing slowly: 30 more patients in the last week compared to 86 in the previous one.
The contagion index Rt is 1.11 in Abruzzo.
