We will be able to reopen the stores: with this announcement today the Governor of Lombardy Attilio Fontana had anticipated the content of the ordinance signed in the afternoon by the Minister of Health Roberto Speranza with the passage of the three initially red regions – Lombardy precisely, together with Calabria and Piedmont – from red to orange. “Given the necessary technical times, as of Sunday Lombardy officially becomes the orange zone,” Fontana explained at night during a press conference. So, what are the restrictions that are still in force in the orange regions, which in any case invite us not to lower our guard, since they still indicate areas of “high” gravity? What changes about the red zone?
The orange zone restrictions
The restrictions of the ordinances of the Ministry of Health remain in force for 15 days. In the orange regions it is not allowed to leave or enter the Region or municipalities. The movements are free within the municipality until 10 at night, while outside they are only possible for health reasons, for emergencies, to bring children to school (in fact, “the movements strictly necessary to ensure the driving of teaching in the presence ”, if allowed), to go to work.
The use of public or private means of transport is not allowed to travel to a municipality other than that of residence, domicile or domicile, net of “proven needs”. For this reason, in orange areas you must always carry the self-certification, which must contain the data of the person who is moving and the reason for the move. Self-certification is also used for the so-called curfew, from 22 to 5 in the morning, when it is possible to go out only for proven needs.
It is still possible to traverse any orange territory if the movement is “necessary to reach other non-restricted territories” in the yellow zone. He is at home? There is a “recommendation”: not to invite home to people who do not live together. In the orange areas, outdoor sports are allowed, within the municipality itself, including in sports centers and public and private clubs. Not to the changing rooms. Sports centers and even gyms and swimming pools are closed and contact sports are prohibited.
Commercial business
Good news for the retail stores, which reopen, obviously respecting the distance, sanitation and staggering of entrances), while on holidays and before holidays the shopping centers are closed. For bars and restaurants only take away food and home delivery are allowed, no consumption on site, since “the activities of the catering services are suspended”. The exceptions are pharmacies and parapharmacies, health, food, tobacconists and kiosks. It is still possible to order food at home and until 10 at night also take away food, which cannot be consumed on the spot.
The museums remain closed.
School, university and work
For work, when possible, remote work in orange areas is recommended. For the school: Distance learning remains for the secondary schools, while second and third grade students return to class, with no different provision from the regional governors. In universities, there are no face-to-face lessons but only distance learning, except in the case of the first year of study courses and workshops.
