Status, increase of 107 euros per month.  But it's a war of numbers with the union

An increase of salarywhen fully operational, slightly above 4 percent; which means, with an average salary of 34,250 euros gross per year, a real increase of approximately 107 euros monthly, always in gross terms. The government’s offer to Public employees is detailed in black and white – and in some way formalized – in the technical report to the bill by balance just sent to Parliament. But it is considered insufficient by the unions, which effectively question the executive’s calculations and quantify the amount of the increase at 83 gross euros, somewhat less than what public workers obtained in the previous round of contract renewals.


State, the advance of the TFS arrives: but the road is still obstacles

THE SITUATION

In fact, it should be remembered that also this time the negotiations (so far not even started at the formal level) will be carried out in extremis, in the last year of validity of the current contract for the years 2019-2021. As it happened in the previous legislature, after the Constitutional Court put an end to the blockade of renewals that began in 2010, the government has progressively defined over the years the necessary resources to finance salary increases: the maneuver for 2021 contains An additional 400 million that bring total loans to just under 3.8 billion. And it is to this sum that the calculations in the technical report refer. The starting data, with regard to state personnel in the strict sense (mainly ministries, schools, security sector) are a number of employees equal to 1.87 million and an average salary of 34,250 euros: this translates into increasing increases , from 1.3 percent in 2019, 2.01 for 2020 and 4.07 from 2021, the year in which the total resources will be available. Since then, the increase calculated on the average monthly salary would be 107 euros gross, while the figures for previous years would be perceived as specific. By law, the same criteria of the state sector must be applied to employees of local authorities, therefore Regions, Municipalities, Provinces and Health. The burden on the budgets of the administrations concerned will be just under 3 billion when fully operational; the increases are calculated on 1.38 million employees with a slightly higher average salary (38,190 euros per year).

THE OFFER

Why don’t the unions like the offer from the government, which has called a strike on December 9? According to the categories of CGIL, CISL and UIL, public employees “ask for salary increases in accordance with the economic conditions of the families and, above all, that the amounts already paid at this time not be subtracted from their salary.” The reference to the fact that the sums allocated also include other concepts: the contractual vacation allowance taken from 2019, the so-called “compensation element” (an additional increase recognized in the previous round) and the funds allocated to the accessory salary of military and police forces. These elements would be “absorbed” in the increases, making them in fact lower than the current situation: in fact 83 euros per month on average, according to the calculation of the Unsa union. With the previous renewal, public employees had an average of 85 euros more gross per month, or an increase of 3.48%.
