A Christmas to spend only with relatives, that is, first-degree relatives. But above all “more sober, without balls, kisses and hugs”, as Prime Minister Giuseppe Conte said yesterday. And many, perhaps too many rules to follow for both shopping and vacations. The government’s plan is already in process despite a month still to go and includes a series of stages. The first date to mark on the calendar is December 3.

Christmas with family but no hugs

In fact, that day will expire the last Dpcm launched by the executive that represented the differentiation of Italy in yellow, orange and red zones. As we have said, the executive’s idea is to extend the restrictions for another ten days at most and then, around the holidays, “reopen” bars, restaurants and shops to allow Christmas shopping, which according to Coldiretti is valid up to 5.1 billion . Then around Christmas, the government intends to shut everything down again but also allow Italians to party. But only with close relatives. Although Conte probably will not use the laws but moral suasion. The program would look like this:

  • extend curfew until midnight;
  • leave bars and restaurants open until a specific time (probably 8 pm);
  • ban tables with more people (we’re talking about a limit of 6) and no strangers sitting together;
  • in any case prohibit group parties, in the square or outdoors, even on New Year’s Eve;
  • open shopping centers also on weekends, leaving priority entry to the elderly;

In this perspective, it has not yet been decided what to do with the freedom of movement in the red or orange zones, but we are moving towards the prohibition of moving from one region to another in any case. Il Giornale writes today that from the beginning of December, to reactivate the economy, stores will be able to reopen their blinds, even with more hours than expected to encourage purchases.

Only areas (if any) that still present high-risk situations will be excluded. For the reopening or lengthening of the hours of bars and restaurants, however, the hypothesis is that they will reopen until anti-Christmas Eve also in the yellow areas and part of the day also in the oranges. The seating limit could be increased to six for each table.

Nobody has yet mentioned the hypothesis of the reopening of cinemas but with the necessary anti-crowd precautions it would be feasible to take them to see Christmas movies dedicated to young and old. Unlike the case of the Christmas markets, for now closed everywhere. Around the holidays, however, it wouldn’t be crazy to give street vendors selling handicrafts and sweets a chance. The danger of crowds and gatherings remains. Moving to second homes could also be prohibited.

And the relatives of Christmas and New Years? Currently it is possible to visit others in the red zones (Calabria, Campania, Lombardy, Piedmont, Autonomous Province of Bolzano, Tuscany, Aosta Valley and Abruzzo) only in case of need, as there are strong travel restrictions. Mobility is prohibited not only between regions, but also within the municipality itself, unless there are proven work needs, situations of need or for health reasons. To leave home, therefore, self-certification is required. In the orange areas (Basilicata, Emilia Romagna, Friuli Venezia Giulia, Liguria, Marche, Puglia, Sicilia, Umbria), however, circulation is allowed within a municipality, but it is not possible to leave the municipality of residence, domicile or home unless there are proven work needs, need situations, or health reasons.

The same goes for entering or leaving the region. Therefore, if there is no need to visit a relative, there remains the “strong recommendation” not to meet with him. In the yellow zones (Lazio, Molise, Autonomous Province of Trento, Sardinia, Veneto), the new anti-Covid restrictions foreseen by the Dpcm are “softer” than those foreseen in the red and orange zones. It is possible to move from one municipality to another and from one yellow region to another. Regarding visits to relatives, the “strong recommendation” of not making them is maintained.

After December 3, the government plans to issue a “strong recommendation” to celebrate only between parents and children and first-degree relatives. Corriere della Sera explains today that taxes cannot be foreseen for households, only recommendations on necessity, to avoid the risk of contagion, especially for the elderly and frail, of receiving only relatives and, in any case, in limited numbers. The line, Repubblica adds, will allow family gatherings with a limited number of participants. How much? You still have to decide. It will also be recommended to use the masks at home. It will be a Christmas with family without hugs.
