An important Friday today, November 20. As every weekend, the report from the Higher Institute of Health on the situation of the Coronavirus is expected, this time with greater attention. With the introduction of the last Dpcm, the first two weeks of red, orange and yellow areas end and some territories may move from today to a higher risk band. At the same time, Regions that are already in the red zone may request to undergo a reassessment to ease the restrictive measures. The Regions in question would be observed for a week from the control room and, if the improvement trend is confirmed, as of November 27 they could go from being red to orange.
However, the 21 evaluation parameters for the different risk bands, contested by the Regions that only wanted 5, will not change until December 3. After yesterday’s meeting, the Government and the Regions reached a compromise on the points under discussion and, in return, the Executive promised to draft the next Dpcm in agreement with the different regional presidents. The government has also assured that it will help economically the categories of workers most affected in the alert zones (even if the losses derive from the ordinances).
Regions towards new closures
The regions that aspire to the transition to orange as of November 27 are Lombardy and Piedmont. If everything goes as Attilio Fontana and Alberto Cirio want, as of December 3 they could also play yellow. The data on hospitalizations and hospital pressure will be fundamental (a panorama that is currently not the best of the two Regions). Minister Francesco Boccia confirmed yesterday, November 19, the possibility that other regions end up, this time immediately, in the maximum alert range. The special observations are Puglia, Liguria, Veneto, Abruzzo and Basilicata. In Puglia and Abruzzo the requests were already anticipated by the presidents and Marco Marsilio already anticipated the provision with more rigid provisions.
What will change in the next Dpcm
The new Dpcm arrives at the doors of Christmas month – a detail that, together with the slight improvement in infections, already points to a possible reopening of bars, restaurants and shops. Governors are pushing for a quick reopening to give traders a break, but the government is betting on lead. The measures under discussion between the parties so far are the following (all will be decided on the basis of the epidemiological framework).
- Shops, bars and restaurants: from zero to one hundred, the strategy is changed in the stores. It is believed to grant reopenings throughout Italy (except in the red zones). Starting with the stores, which would open from 9 to 22 to allow Christmas shopping (estimated by Coldiretti in 221 euro per family), to shopping centers on weekends. Reopening night in the yellow and orange areas of bars and restaurants with the summer rules.
- Curfew: On the table the possibility of going beyond 10pm, lengthening the time back home until 11pm or midnight.
- Movements: The no to travel between the red and orange regions remains, even at Christmas. From this point of view, rigor seems to dominate.
- Holidays: the same rules are still in force, but there can be no obligation in the houses. Only warm recommendations.
Not sharing the rules is above all the Lazio Region, currently in the yellow zone, which through its Health Counselor has already declared that no slowdown will be applied in the territory and the curfew will remain at 18 according to the old Dpcm.
