New rules for purchases and vacations if the epidemiological curve confirms downward. With the possibility that the restaurants return to semi-normality and keep the stores open even late at night, to distribute the income of the clients, favoring, however, the access quota in the commercial streets. And a relaxation of restrictive measures in those provinces of the ‘red zone’ territories that, however, have better epidemiological data. These are some of the hypotheses that are being negotiated between the Executive and the governors, which point to a gradual relaxation of the measures in the face of Christmas. Possibly already after December 4, the date on which the last Dpcm ceases to be effective.

Cts opening

The openings in this sense also came from the same Technical Scientific Committee. After December 4, “stores and restaurants will probably be able to go back to normal if they respect those rules. It will be almost normal, not all for free ”, said Agostino Miozzo, coordinator of the technical scientific committee speaking at Porta a Porta, who added:“ we must forget a traditional Christmas ”. But there are still many questions facing the summit with the territories convened by the Minister of Autonomies Francesco Boccia in the next few hours, which will also be attended by the ISS and the Minister of Health. The government’s line continues to be to listen, but with no intention of changing the monitoring system. The premier himself, Giuseppe Conte, returned to the 21 indicators that determine the classification in red, orange or yellow zones, clarifying: “The system by parameters allows us to carry out targeted interventions and introduce restrictive measures limited in time and well balanced in level. effective risk of the territories “.

The 21 parameters that are not questioned

Therefore, the criteria should not undergo changes, as the governors themselves had requested in a Conference of Regions, proposing to reduce the indicators from 21 to 5 to redefine the risk bands. There will be a confrontation but it is Boccia himself who explains that “the parameters should not be politicized because it would be a mistake to make them discretionary without the consolation of the scientific community.” The extended hand of the Executive could come with a more open dialogue in the control room for monitoring the data from the territories, in which all components participate, including experts. “If at that time,” added Boccia, “a scientific evaluation emerged that allows a parameter to be weighed better or in another way, clearly the control room can make a contribution.”

The new Dpcm arrives

Facing the Christmas holidays, with a cooling of the contagion curve and a stable Rt below 1, the new Dpcm -to avoid mortifying consumption- could foresee the possibility of keeping commercial stores open even at the last minute of the late, to spread the income of customers and still promote trade. Even if the rules are yet to be defined, the government is aiming for a mild Christmas, banning dinners and long parties, perhaps proposing a six-person limit for home gatherings. Or leave the stores open also in the orange areas (not only in the yellow ones) but with a quota of accesses in the shopping streets. All to avoid a third wave of infections in January.

Regarding the risk bands into which the regions have been divided, to date Lombardy, Piedmont, Campania, Calabria, Tuscany, Valle d’Aosta, the province of Bolzano and Abruzzo are “red” by order of Governor Marsilio; “Orange” are Emilia-Romagna, Friuli-Venezia Giulia, Marche, Liguria, Umbria, Puglia, Basilicata and Sicily. While the provinces of Trento, Veneto, Lazio, Molise and Sardinia remain “yellow”. The ordinances were signed between November 6 and 13. By calculating the validity of a minimum of two weeks and the obligation to observe another week, before December 10, several regions could be “declassified” outside the range of higher risk. And in the still “red” regions, orange or yellow provincial zones could be envisaged for those territories (such as Bergamo in Lombardy) that present a more controlled infectious and hospital situation.
