Apulia risks the red band, but President Emiliano plays beforehand and with a letter to the government asks to include among the areas with the most rigorous closures only a part of the region, the provinces of Foggia and Bat (Barletta, Andria and Trani). Basilicata sees the pressure of intensive care increasing and tomorrow, when the new assessments come out of the control room on the 21 parameters, there is a risk of going from the orange to the red band. Liguria is also at stake, even if Governor Toti says the outlook has improved. Agenas (National Health Agency) warns: 17 Regions close to saturation of intensive care. The contagion race slows down, but the situation remains at risk. General reopening for Christmas.

Lombardy will remain in the red band at least until November 27. And while it is true that the RT is slowing down and that the hospitals have been reorganized, the region governed by Attilio Fontana always travels around 8,000 new cases a day (7,633 yesterday): it is difficult to think of a Christmas without limitations. The coordinator of the CTS, Agostino Miozzo, in Porta a Porta, opened in restaurants and shops nationwide: “On December 4 they will be able to return to semi-normality.” But he warned: “We can forget about a traditional Christmas.” The Regions, in negotiations with the government, are pressing for solutions that facilitate containment measures, perhaps not at the regional level but at the provincial level. Let’s go back to the example of Lombardy: territories like Bergamo, less affected by this second wave, could be reopened.
Veneto and Lazio, the two regions of the yellow band, continue to hold on. Even the Rt of Lazio is falling to around 1. Yesterday the decrease in the increase of new cases was confirmed, but in any case always the increase in trafficking. There are 34,282 positives in 24 hours with a decrease in the percentage of infected in the number of swabs performed (14.6 percent). Hospitalizations are slowing down: more than 58 in intensive care. The death toll is dramatic, 753. The Minister of Health, Roberto Speranza, warns: “Without sacrifices the curve cannot be turned.”
Against this background, the line of prudence was reaffirmed in the government. Translation: no region will fall below the “yellow” level. “It is not contemplated to open everything, we must be careful until we are sure that we are out of it”, says the Minister of the Regions, Francesco Boccia. And the Undersecretary of Health, Sandra Zampa: “We will do everything possible to make Christmas as traditional as possible, but it is obvious that we will not be able to see the movie that we have already seen during the summer.”
Governors, however, hit the brakes. The aim is to obtain a Dpcm on December 3 that will allow a relaxation, in the face of Christmas, with the reopening of bars, restaurants and shops throughout Italy. Almost. Here is the Ligurian Toti who wants to go from the orange zone to the yellow one: “There are too many catastrophists around, someone seems to take a subtle pleasure in predicting a gloomy Christmas, closed at home and far from the most loved ones.” And here is the Lombard Fontana: “Now we are prudent, but we must have Christmas and we must do it with some freedom.” More cautious, precisely from the opposite sign, the Piedmontese governor Alberto Cirio: «My fear is that of Christmas. If we imagine doing it as someone has lived the summer weeks, in January or February we will return to this situation and we cannot afford it ».
Meanwhile, the tug of war between the government and governors continues on the 21 parameters used to decree the fate of the regions. The issue will be addressed this afternoon during the summit between the ministers Boccia, Speranza, the president of the Brusaferro Higher Institute of Health and the representatives of the Regions that ask for greater political discretion when adopting the closure orders. The government, however, intends to reject the request: “The system by parameters allows us to take specific interventions and introduce restrictive measures limited in time and well balanced in the effective level of risk of the territories,” said the prime minister. Conte. But the game is not quite over: the executive’s line is that if the technicians in the control room accept a change in the criteria used so far, the executive will not object.
