The maneuver, in the draft issued by the Council of Ministers on Friday, November 13, is enriched with some new features: the decontribution in the South is extended until 2029 (but with a progressive lag); there is confirmation that the refund will be tax exempt; the 25% increase in e-cigarettes is omitted and the money transfer tax is canceled. Finally, 400 million are destined to the plan related to the anti-Covid vaccine. The text amounts to 248 articles with 5 more rules than the first version.

Decontribution in the South until 2029

Article 27 of the new draft (which will be examined by a new Council of Ministers probably on Monday, November 16 and then lands in the Chamber) extends the decontribution for hiring in the South until December 31, 2029. However, it is expected a lag in facilitation over the years: it will be equivalent to 30% of total social security contributions paid until December 31, 2025; then it will drop to 20% by 2026 and 2027; finally, it will be reduced to 10% by 2028 and 2029. In addition, as announced by the Minister of Labor Nunzia Catalfo, there are 100% reductions in the hiring of women.

Tax free refund

Refunds received for those who pay with cards and ATMs provided for in the money back plan will be tax free. The new draft of the maneuver, in the regulation that also limits the drawing of receipts only to electronic payments, specifies that “attributed reimbursements do not contribute to the formation of income” and “are not subject to any tax.” The new mechanism, which is part of the more general Italia Cashless Plan, should apply to traceable payments in December: as indicated in the draft implementing decree, the first reimbursements – up to 150 euros in Christmas expenses – should arrive in February and then every six months. There are also two ‘super prizes’ per year of 1,500 euros each for the first 100,000 who use electronic money multiple times.

E-cigarettes, money transfer and vaccine

The new text omits the 25% increase (previously anticipated) for e-cigarettes. The tax on money transfers is also canceled, a measure of 2018 (Conte I government) very desired by the League that was going to affect money transfers to non-European countries, and therefore actually remittances from immigrants to countries of origin. . A 1.5% tax on transferred amounts exceeding 10 euros, which was used to finance the tax exemption for electronic cigarettes. 400 million are also earmarked for the anti-Covid vaccine. A special fund is created in the Ministry of Health for the purchase of “anti-SARS-COV-2 vaccines and drugs for the treatment of patients with COVID-19.”

Hiring of the Istituto Luce Spa and 378 Enac arise

The transformation of the Istituto Luce de Srl into Spa also arises with a capital increase of 10 million by the Mef and the authorization to ENAC to launch tenders for 378 contracts between managers, technicians and flight inspectors in the next two years rules included in the new draft of the maneuver. An additional 10 million will also reach Agea (the Agricultural Disbursement Agency) to deal with the Covid emergency.
