Starting tomorrow, November 15, following the ordinance of the Ministry of Health, Campania and Tuscany become the red zone and the rules change in these regions while President Vincenzo De Luca attacks the “incompetent” government, claiming that he wanted to shut everything down prior to. The new restrictions are valid for two weeks as Emilia Romagna, Friuli Venezia Giulia and Marche enter the orange band, bringing the medium risk regions to nine. Lazio, Molise, Trento, Sardinia and Veneto are still yellow.
Red zone: the rules in Campania and Tuscany
In the red zones, in addition to the closure of all shops, except those that sell basic necessities, it is forbidden to travel from the home (and the municipality of residence in general) without valid need for accreditation with self-certification. Why has Campania become a red zone? The morning explains today that the figures for the week of November 2 to 8 have ruled a general worsening of all indicators: the occupation of intensive and ordinary care beds have exceeded the thresholds of 40 and 30%, the average age of infected has exceeded the 50-year threshold (and therefore increasing the risk of mortality) while a series of outbreaks have been reported in Rsa and hospitals.
Then there is the Rt contagion index, which in the week of November 2 to 8 was 1.62 or greater than 1.5. It must be said that in the following week the trend of the epidemic stabilized somewhat: yesterday, with the record of swabs, there was the same number of positives compared to the previous day (4079 versus 4065), with a percentage of positives compared to swabs by 16%. Deaths increased as did hospitalizations, but intensive care decreased from 192 to 183. Meanwhile, the Rt index also returned to 1. And Tuscany? In the latest 24-hour report, the region governed by Eugenio Giani, who yesterday said he was “disappointed” by the government elections, “has 2,478 new positives – compared to more than 18,000 swabs – and another 55 deaths, also raising the media The number of hospitalized patients rose to 1,921 (+12) of which 265 in intensive care (+9). Just before yesterday Giani had signed an ordinance that added other exceptions to the restrictions for the ‘orange’ zones to leave the municipality itself: among these, reach the second residences for maintenance, go to the neighboring municipality for necessary purchases that cannot be made on their own, visit the children of separated parents and other reasons of daily life.
What changes with the transition to the red zone: the new bans
In the red zones, unlike the yellow zones, it is forbidden to go out except for reasons of work, health or necessity. Movement from one region to another or from one municipality to another is also prohibited and there is a curfew from 10 pm to 5 am. Bars and restaurants are closed 7 days a week, while take-out is allowed until 10 p.m. and there are no restrictions on home delivery. Stores are closed except supermarkets, grocery stores, newsagents, tobacconists, pharmacies and parapharmacies, laundries, hairdressers and barbers. The beauty centers are also closed. There is distance education from the second grade and the preschools remain open (which in Campania are still closed until today), the primary and secondary school, while the university is closed with exceptions. All sports competitions are suspended but physical activity close to home and individual sports activities are allowed. Museums, exhibitions, theaters, cinemas, gyms, gaming, betting and bingo halls are closed, while public transport can fill up to 50%. There are also other rules for red zones, summarized today from morning:
- hotels and lodging facilities remain open, meals are allowed for overnight guests;
- stores are open in highway service areas;
- you can use the bicycle or take your dog for a walk;
- travel to visit detainees is prohibited; interviews can be conducted remotely;
- the holding of contests, as well as demonstrations and parades are suspended; markets are canceled;
- Masses are allowed in the church closest to home and with Dpcm protocols;
- you can cross the border of your municipality for a service not available in the neighborhood;
- second homes and boats can only be reached for essential maintenance;
