The ordinance of the Ministry of Health signed yesterday by Roberto Speranza takes Campania and Tuscany into the red zone and establishes three new orange zones: Emilia-Romagna, Friuli-Venezia Giulia and Marche. But in the meantime, new local restrictions are also being introduced in the rest of Italy to avoid a total lockdown as Sars-Cov-2 coronavirus infections continue to rise, but growth appears to be slowing down somewhat.
Orange and red zone: the new prohibitions and rules throughout Italy
Yesterday, the Italian Welfare Control Room and then the Scientific Technical Committee certified the worsening of the epidemic situation based on the 21 indicators of the epidemic: starting tomorrow (and for at least 15 days) Tuscany and Campania will be they will turn red and will be added to Lombardy, Piedmont, Valle d’Aosta, Calabria and South Tyrol. In these regions, therefore, all the main blocking restrictions apply, namely:
- prohibition to move even within the municipality itself;
- closing of bars, restaurants (only take-away and delivery are authorized) and most shops except food and basic needs;
- distance learning from second grade;
- suspension from any sporting competition;
- closure of museums and exhibitions, game rooms, bingo and 50% filling of public transport
On the other hand, nine regions turn orange: Emilia-Romagna, Friuli-Venezia Giulia and Marche as of tomorrow November 15 will be added to Puglia and Sicily (orange immediately) and to Abruzzo, Basilicata, Liguria and Umbria (since last Wednesday ). Here the rules are less restrictive: retail stores remain open but bars and restaurants are closed, moving from one region to another is prohibited except for reasons proven by work and need with self-certification, and there is distance education for all high school.
The new bans in cities and the ordinances of mayors and governors
Meanwhile, a series of new city bans are being rolled out by mayors and regional presidents. The intention is to restrict the circulation of people and therefore the virus as much as possible. The toll tickets reach the historical centers of Rome, Naples, Bologna, Benevento and Torre Annunziata, while the struscio (or the walk) is prohibited even in the cities and towns of Veneto, Emilia-Romagna and Friuli-Venezia Giulia after of the governors’ ordinances. In Bologna, demonstrations and events are also prohibited, as are performances by street artists, while in Perugia the steps of the Cathedral of San Lorenzo are closed to avoid crowds. In Genoa it is not possible to walk along the promenade on weekends, in Catania Piazza Duomo is prohibited, in Livorno it is forbidden to enter the moletti.
In the next few hours, the police will be armed with a megaphone to avoid concentrations in Rome and Abruzzo, where controls are strengthened to prevent movements between municipalities; Basilicata has asked the army to guard the streets while Bari has closed public parks. Following the ordinance of the Zingaretti city council in Lazio, “the large sales structures on holidays and prior to holidays regardless of the type of activity that takes place, with the exception of food, pharmacies, parapharmacies, tobacconists and newsstands” are closed. Stalls are not prohibited unless they sell groceries and displays in the market. Markets are also banned in Bolzano, while on Monday in South Tyrol there is distance education for all middle and high schools. In Emilia-Romagna walking and sports are prohibited on the seafront, while in Friuli-Venezia Giulia you can go jogging but not in the historic centers; Physical activity in Bolzano is allowed 1,000 meters from home. In Cittadella smoking is prohibited on the street, while in Verona there is a one-way street in the pedestrian streets.
Red and orange zone: what you can and cannot do all over Italy
Here is Ansa’s summary of what can and cannot be done in the regions of the yellow, orange and red zone after the ordinance of the Ministry of Health that will enter into force from November 15 and will be in force two weeks:
- In Abruzzo, which is still the orange zone, the movement control system between municipalities will be strengthened;
- in Basilicata (orange) comes the abolition of the red zones in the municipalities of Genzano di Lucania and Irsina;
- the province of Bolzano is in a harsh regime of confinement and physical activity can only be carried out a thousand meters from the house; in South Tyrol distance education is activated, while in Trento (yellow zone) the ordinance that foresees interventions in physical activities, in bars and restaurants and in open-air markets arrives;
- in Calabria (red zone) in Catanzaro face-to-face didactic activities are suspended until November 28, including nurseries;
- in Campania (red zone) the closures of the promenades announced by the region are expected;
- In Emilia-Romagna (orange zone), Governor Bonaccini’s ordinance provides for shops to close on Sundays (except pharmacies, grocery stores, tobacconists and newsagents), while shopping parks and larger stores will also be closed on Saturdays. Gymnastics, singing and wind instrument lessons are prohibited at school. Also stop to practice sports and physical activity in the centers and on the promenade. In Bologna, the mayor prohibits initiatives, demonstrations and events in the historic center, including the activity of street artists.
- in Friuli Venezia-Giulia, Governor Fedriga has issued an ordinance, which provides for the “recommendation” for older people to access the stores of large and medium-sized structures in the first two hours of the day. Among other measures: shops closed on holidays (except pharmacies, grocery stores, newsagents and tobacconists). Drinks at the bar only after 3:00 p.m., physical activity away from the historic centers, shopping centers closed on the eve of public holidays and bank holidays. In the first cycle schools the classes of physical education, singing and wind instruments were suspended.
- In Lazio (yellow zone) stop at the metro stops in the center of Rome: the City Council is evaluating the opening of limited traffic zones. It has been decided to close the maxi-stores and non-food markets during the holidays.
- In Liguria (orange zone) in Genoa the order comes to prohibit walking;
- In Lombardy (red zone) the most severe restrictions provided by the dpcm apply: you cannot leave home except for proven reasons, shops closed except for those of necessity, distance learning. In Milan strict controls and closures: yesterday a restaurant in the center, three private clubs and a butcher shop.
- In the Marches (orange zone) there is a curfew from 10 pm to 5 am, 100% dad in high school, closed bars, patisseries and ice cream parlors, home delivery is allowed, shopping centers close on weekends, Bus capacity is reduced by 50%.
- In Molise (yellow zone) the “standard” restrictions of the yellow zones apply;
- in Piedmont (red zone) movement is prohibited, except for reasons of work, necessity or health, even within the municipality itself. Bars and restaurants closed. In presence only preschoolers, primary and secondary.
- In Puglia (orange zone) in Bari, the mayor has increased controls in some streets of the city and near large commercial structures. Three closed gardens and skate park.
- In Sardinia (yellow zone) in Cagliari, as of tomorrow, bicycles and other means on wheels are prohibited on the Paseo del Almirantazgo. The regional health adviser Nieddu has asked the government to close all schools, elementary, middle and high schools, to stop Covid. From the Region comes a plan for the reorganization of health.
- In Sicily (orange): the mayor of Palermo Orlando has suspended the ordinance, already announced, to close compulsory schools. Until December 3, there is no parking in the center and on weekends also on the coast.
- In Tuscany (red zone), any more restrictive measure is also given the green light, including the closure of the most frequented streets and squares, as in Florence or Empoli.
- In Umbria (orange zone) the city restrictions have been decided: the mayor of Perugia has ordered the closure to the public, throughout the day and until November 22, of the stairs of the Cathedral of San Lorenzo.
- In the Aosta Valley (red zone), only remote university conferences and indication on the sites of the Municipality of the capital and Confcommercio of the open stores that perform home delivery services.
- In Veneto (yellow zone) the order of the governor Luca Zaia arrives against the ‘grinding’: it is not allowed to walk in the historical centers of the cities and in crowded areas; The administration of drinks and food from 15 to 18 hours should be done exclusively sitting.
